In Moscow area implemented the "smart" system of establishment of rates

2020: Implementation of the AIS "Rate"

The Moscow region passed to other format of interaction with the resource supplying organizations. The Ministry of public administration, information technologies and communications of the Moscow region announced it on December 9, 2020. Now process of establishment of rates is completely automated, and submission of requests happens in the remote mode on the regional uslugi.mosreg.ru portal.

10 services in tariff regulation within which 4000 tariff solutions for more than 900 organizations annually affirm are rendered in Moscow area.

Since December services in establishment of rates in the field of water supply and water disposal, heat supply, the electric power and treatment of the solid utility waste (SUW) appear in an information system of the AIS "Rate". A system includes the data warehouse, electronic archive, the developed means of reporting and a business intelligence, modules on formation of standard documents of tariff process, forecasting modules. Besides, within digitalization the special software package by calculation of the rates "Smart Template" was developed.

Implementation of the AIS "Rate" simplified process of giving, acceptance and consideration of tariff requests. By means of "A smart template" the regulated organizations can calculate easily independently a rate and it is correct to prepare the tariff request. Thanks to process automation and built in a template the check sheet of self-examination of an error in reporting documents now are almost excluded, – the minister of a state administration, information technologies and communication of the region Maxim Rymar said.

Services in establishment of rates in the field of water supply and water disposal, heat supply, the electric power, treatment of the solid utility waste (SUW) are available on the regional portal in the section Business development – "The sales organizations and establishment of rates".

To use services, it is necessary to enter data in the electronic statement and to load the filled "Smart template" together with the proving documents. In a personal account the user can ask the question Mosoblkomtsen, study the draft decision on establishment of rates and receive result of consideration of the request. "The smart template" can be downloaded free of charge from the official site of Committee on the prices and rates of the Moscow region.

One of the purposes of digital transformation was in that the Committee became useful to all concerned parties. It has to be extremely clear to consumers how the rate and for what is created their money will be spent. To the regulated organizations it is important that process of establishment of rates was simple, transparent and predictable. It means the fast and qualitative reporting, effective tariff policy at the expense of analytics for the Government of the Moscow region and forecasts for the utility industries, – the Chairman of the Committee at the prices and rates Maria Pichugina told.

For the organizations which submitted the application for establishment of rates for the first time the term of providing service is 30 calendar days.

For the organizations concerning which state regulation was performed earlier rates are established till December 20 of the year preceding the next period of regulation.

In 2019 via the regional portal of state services from the resource supplying organizations more than 1400 requests for establishment of rates were sent.
