2020: Start of use of AI for verification of signatures on elections
In December, 2020 the Central Election Commission (CEC) of the Russian Federation announced the beginning of use of artificial intelligence for verification of signatures on elections. It is about the hardware and software systems (HSS) working with attraction of neural network model.
According to the member of the CEC Anton Lopatin, the HSS was tested on elections in two regions — the equipment was used for verification of subscription lists which were also checked by specialists. About what elections of level and in what regions there is a speech, he did not specify.
The HSS will be applied by handwriting experts and using results of a program runtime will draw a final conclusion on reliability or unauthenticity of the signature — Lopatin whose words are cited by Interfax told. |
Hardware and software systems will compare data in the subscription list to the electronic register of voters: Full name, residence, passport data and date of birth. After an additional inspection specialists handwriting experts will carry out. If a system finds differences, then the expert will already define — whether there was a problem in handwriting or it is the forged signature.
According to him Lopatin, by December 9, 2020 a system is in trial operation, and the neural network model is trained now to minimize a human factor at verification of subscription lists and to avoid speculation on this subject.

Defects in signatures is one of the main causes of failure in registration of candidates on elections and often lead to scandals. For example, on elections to the Moscow City Duma of 2019 independent candidates were removed that turned back mass protests, notes the edition.[1]
