2020: Arrest on the case of corruption at sale of frequencies to "subsidiary" of Veon

In December, 2020 the first deputy administrator of government office of Kyrgyzstan Azamat Arayev was arrested on the case of corruption at sale of frequencies to "subsidiary" of Veon. The decision on the conclusion of the official into custody (in the pre-trial detention center of the State committee of national security, GKNB) till January 12, 2021 was taken out by May Day district court of Bishkek.

In May, 2020 in Kyrgyzstan scandal about illegal sale of radio frequencies of Skye Mobile company (Beeline works under a brand and along with Russian VimpelCom enters into Veon holding) ran high. The deputy Zhogorku Akayev then said that Beeline purchased the AlaTV company owning with a frequency of 200 MHz for $1.8 million. But in March, 2020 the new owner decided to renew the frequency which was used by AlaTV for telecasting, under 4G-communication work.

The parliamentarian noted that purchase 200 MHz cost Beeline only 700 som (about 600 rubles). According to the deputy, the company received frequencies in violation of the law, without carrying out tender and an auction that caused damage to the state. Earlier the frequency band 15 MHz wide in the range of 800 MHz for LTE technology was sold at auctions for the amount of 1 billion som ($25 million). In Veon said that purchase of Sky Mobile of frequencies from AlaTV conformed to "the royal ethical and corporate standards".

Zhogorku Akayev declared the corruption scheme and participation in it of the prime minister Mukhammedkalyya Abylgaziyev acting at that time. According to his colleague Natalya Nikitenko, losses of the budget from the transaction could be from 10 to 30 billion som.

On this fact criminal case within which the former head of State communication agency Natalya Chernogubova, her deputy, two employees of GKNB, the company executive of Ala TV are delayed was brought.

In November, 2020 on the same case the former head of government office of the Republic of Samat Kylzhyev was arrested.^[1]
