2021: The order and a form of marking of materials of media foreign agents are defined

In January, 2021 became effective the order of Roskomnadzor setting a form and an order of marking of materials of the foreign mass media performing functions of the foreign agent (Media foreign agents). The order is drafted according to changes in the laws "About Media" and "About Information, Information Technologies and on Data Protection", entered by the Federal law of 12/2/2019 No. 426 [1] (order).

Messages and the materials of media foreign agents spread in the territory of the Russian Federation should be followed by the following instruction:

"This message (material) is created and widespread the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing functions of the foreign agent".

The order defines requirements to placement of the instruction depending on a material type (text, audio, audiovisual).

Non-compliance with media foreign agents of a form and order of marking attracts the administrative responsibility, the stipulated in Clause 19.34.1 Russian Federation Codes of Administrative Offences, in the form of an administrative penalty on officials in the amount of 50 up to 200 thousand rubles, on legal entities – from 500 thousand to 5 million rubles.

A register of media foreign agents is maintained by the Ministry of Justice of the Russian Federation. It includes 10 resources and 1 organization (data of January, 2021).
