A system for information and analytical support of supervising activity the Bank of Russia

The IBS company created the protected portal of the Bank of Russia. For its users - the staff of Department of bank regulation and supervision - the portal became one of fixed assets of exchange of the service information and the resource providing possibilities of the publication and remote access to the internal documents connected with supervising activity and containing information of limited access.

Project Tasks

Gain of monitoring of activity of credit institutions and emergence in the banks which received state support, authorized representatives demanded creation of reliable and operational mechanisms of information exchange between remote workers and divisions of the Bank of Russia. The functionality of the existing corporate portal did not provide the solution of these tasks therefore at the beginning of 2009 the project of creation of a specialized information resource was initiated. Providing the high level of information security became one of key requirements to it.

Increase in efficiency and quality of information and analytical providing and interaction of employees of the bank of Russia, by the centralization of storage and document handling containing information of limited access became the purpose of creation of a new system.

Project Steps

To meet so high requirements of information security the architecture the server/client usually is used. But in conditions when it is necessary to cover about 80 regional divisions of the Bank of Russia and also to provide access for remote workers, deployment and support of such system would demand huge resources. The IBS company proposed the solution on the basis of the protected portal with access through the browser.

Considering importance of a task and deadlines, IBS in March offered the test version of a system based on products of IBM. At the same time there was a development of technical documentation. Requirements of information security were considered at all stages of creation of a system: beginning from an accurate regulation at the level of business processes and ensuring differentiation of access rights up to serious completion of standard functionality. Exactly thanks to the modules developed by IBS it was succeeded to provide compliance of the portal to domestic situations of the Bank of Russia on information security support.

In November, 2009 in the Bank of Russia necessary computing powers were unrolled, transfer of software and data from the temporary platform is performed, a system in trial operation is launched. Already at this stage more than 340 users and about 30 regional divisions were connected. Possibilities of the portal allow to cover all regional divisions, and the total number of users can reach 1000 people. In February of this year the portal passed acceptance tests and was put into commercial operation. The quality of work and importance of a system were estimated personally by the Chairman of the Bank of Russia Sergey Ignatyev.

The head of department of information support of Department of bank regulation and supervision of the Bank of Russia Lukin Igor Viktorovich commented on implementation of a new system: "The efficiency on monitoring of banking activity in many respects depends on efficiency of passing of information on all structure of the Bank of Russia. And if earlier information transfer from the regional divisions and our employees who are in the territory of banks was not always operational, then with the advent of a new resource data exchange can be made almost online. All necessary information and documents are collected in one place and are always available to our employees".

Preparation of technical documentation went in parallel with deployment of a prototype of a system. It allowed in extremely compressed term, to create the working version conforming to requirements both for functionality, and for information security.
