"The main channel of communication and information consumption for people of generation Z is mobile phone. They do not perceive information that comes through other communication channels. That is why we are launching, together with colleagues from the Ministry of Digital Affairs, a mobile application in which services related to recording a doctor's appointment and calling a doctor at home will be finalized and improved. The application will automatically load the results of tests and medical appointments, "said Pugachev.

He called this application a "client-centric service," which aims to satisfy the needs and interests of the user, taking into account the schedule of work and the rhythm of life.

Patients of working age, according to Pugachev, come to the doctor only when something has happened to them. If they can be involved in monitoring their own health and examinations, this will reduce the number of detected diseases at a later stage and lead to an improvement in the quality of medical care, to its greater effectiveness.

"My health" in the form of a service on the public services portal is being tested in pilot mode in the Moscow, Belgorod regions and in the Republic of Bashkortostan. It is also planned to launch the pilot in the Vladimir, Kaluga and Rostov regions. In the same regions in April-May, residents will have the opportunity to use the mobile application.

The target model assumes that these services will be available to all residents of the country this year, Pugachev added.

Rostelecom won the tender for the development of the mobile application "My Health"

At the end of January 2021, it became known that Rostelecom won a tender for the development of the My Health mobile application, with which citizens will be able to make an appointment with a doctor and will have access to their electronic medical documents. For his services, the telecom operator will receive 101 million rubles.

According to Kommersant, citing the terms of reference for the relevant tender, its winner must develop a program until April 29, 2021. The Ministry of Digital Affairs reported that the launch of a super service in the regions is expected in the first quarter of 2021.

First of all, the following services will be launched in My Health:

  • an appointment with a doctor;
  • referral to a doctor;
  • calling a doctor at home;
  • obtaining electronic medical documents and certificates;
  • keeping a self-observation diary.

It is also planned to optimize existing services that are available on the public services web portal, TASS reports citing the press service of the Ministry of Digital Affairs. It is assumed that in three years about 80 million users throughout Russia will connect to the service.

In early January 2021, it became known that residents of the Moscow, Belgorod regions and the Republic of Bashkortostan in the first quarter of 2021 will automatically begin to receive information about the medical care provided to them in clinics and hospitals through the My Health service on the public services portal. Now the portal user can only get data on the provided medical care through compulsory medical insurance through a request to the territorial fund of compulsory medical insurance (TFOMS).

To fully launch such a system, it will be necessary to equip all medical organizations with automatic workplaces and provide medical workers with certificates of electronic signature, said Georgy Cherny, deputy general director of the National Center for Informatization (part of Rostec, introduces a single state system in the field of healthcare). He sees the main difficulties in creating electronic versions of handwritten documents and medical records.[1][2]
