Project tasks

The situation center of the Governor of the Vologda Oblast was created to provide information and analytical support for the Governor's activities during the exercise of his powers, to assess the current state of development of the region, to predict the pace of development under various scenarios of changing conditions in the region, as well as to increase the effectiveness of information interaction between state, regional and municipal government bodies.

The purpose of the System is to increase the efficiency of executive of state authorities Vologda activities based on the use of modern information and analytical technologies to support decision-making in the socio-economic sphere.

To achieve this goal, it was necessary to achieve the following functional tasks:

• Ensuring the collection, processing, structuring and storage of data necessary for management decisions obtained from various information sources at the federal, regional and municipal levels, including through integration with various information resources;
• data visualization;
• monitoring, control, analysis (including modeling and forecasting) social and economic and social and political development and also condition of complex safety;
• solving expert and analytical problems of socio-economic development (complex assessment of the situation, calculation of consolidated, rating estimates, etc.);
• Monitoring the implementation of plans and programmes, including evaluation of the achievement of targets, evaluation of the effectiveness and effectiveness of programmes and projects;
• monitoring and evaluation of the performance of state and local authorities in achieving the most important indicators of socio-economic development;
• information interaction with external IEs.

Project course

During the implementation of the project, one of the stages of the creation of the situation center of the Governor of the Vologda Oblast was implemented - operational monitoring of key indicators of the life of the region and the preparation of reliable information for decision-making by the leadership of the region. The completed works are aimed at automating the processes of public administration of the Vologda Oblast, including information and analytical support for the activities of the Governor of the Vologda Oblast with the necessary level of information security, for the safe and effective socio-economic and socio-political development of the region.

The functionality of the developed system automated the following processes:

• collecting data from various sources, including from federal and regional information systems, on indicators for monitoring and assessing socio-economic and socio-political development, as well as the state of integrated security of the Vologda Oblast;
• consolidation and analysis of data on key indicators of regional development, economic sustainability, external impact;
• Formation and maintenance of a system of performance indicators for decision-making;
• multi-criteria analysis of indicators;
• forecasting and situational modeling of key figure values;
• formation of integral indicators and indicators of socio-economic situation;
• solving analytical problems in various areas of socio-economic development of the Vologda Oblast;
• identification of stable relationships, trends and laws of socio-economic development of the Vologda Oblast.

The used decisions

In the implementation of the project, all the long-term experience of creating situational management and decision support systems at the regional, federal and corporate levels on the Triaflai platform was used.

Organization of work and functions of the situation center

The situation center receives feedback from operational services: the Ministry of Internal Affairs, UMChS and others. The focus of its specialists is major accidents at facilities, man-made disasters, floods and fires. Also, work is being carried out here to analyze the current situation in the region, the feasibility of national projects and urban planning councils.

The developed personal account of the Governor of the Vologda Oblast is a set of parameterized thematic information panels (dashboards that meet modern design requirements) designed to analytically ensure management decisions by the Governor. Dashboards reflect the results of monitoring the full range of necessary information:

• Monitoring the dynamics of socio-economic indicators in the following areas:
  • Monitoring the dynamics of more than 500 indicators included in the list of indicators of information exchange between the Government of the Vologda Oblast and the apparatus of the plenipotentiary representative of the President of the Russian Federation in the NWFD dated November 19, 2019;
  • Monitoring the dynamics of 15 indicators included in the KPI of the Governor of the Vologda Oblast (Decree of the President of the Russian Federation dated April 25, 2019 No. 193 "On Assessing the Effectiveness of the Activities of Senior Officials (Heads of the Highest Executive Bodies of State Power) of the Constituent Entities of the Russian Federation");
  • Monitoring the dynamics of more than 200 indicators of the implementation of regional projects in the Vologda Oblast (Decree of the President of the Russian Federation of May 7, 2018 No. 204 "On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024");
  • Monitoring of dynamics of macro indicators, indicators of departmental statistics (in a total number of 145 pieces) taking into account the territorial section in urban districts and municipal districts of the Vologda Oblast, as well as differentiation by types of economic activity.

• Safety monitoring - is performed in the following areas:
• reception and visual display in real time of data from cameras of photo-video recording (data source - IS "Safe City," data transfer protocol - RTSP);
  • receipt, analysis and visual display of information related to the field of state and public security in the format of a certificate on an operational situation (file of docx or pdf format uploaded to the System) and indicators included in the list of indicators of information exchange between the Government of the Vologda Oblast and the Office of the Plenipotentiary Representative of the President of the Russian Federation to the NWFD dated November 19, 2019, the owner of information on which is the Office of the Ministry of Internal Affairs of Russia for the VOblast (data source - input and/download of data to the System).

• Operational situation and emergency monitoring - is the receipt, analysis and visual display (including cartographic) of operational data on incidents with signs of an emergency (the data source is the entry and/or loading of data into the System by operator users); Within the framework of this monitoring, the System shall provide the following capabilities:
• Organization of prompt entry of data on incidents with signs of an emergency into the Systems;
• organization of monitoring (in real time) of data on occurrence of incidents with signs of an emergency in the System with setting of various types of notifications of users on occurrence of such incidents;
• Display of operational and reporting information on incidents with signs of an emergency (including on maps/cartograms) in forms that facilitate appropriate management decisions.

• Monitoring of citizens' appeals ("Heat Map of Appeals") - is the receipt, analysis and visual display (including cartographic) of information about incoming appeals of citizens (data source - ASED "Directum"). Within the framework of this monitoring, the following should be developed:
• classification of citizens' appeals according to a set of characteristics, including the subject of the appeal, the time of arrival, territorial affiliation, the term and the result of consideration of the appeal;

  Analytical reports to monitor citizens' complaints and facilitate informed management decisions based on the information contained therein;

• Forms of visual display of reporting information (including presentation of reporting data on maps/cartograms).
• Monitoring of news information - is the receipt, analysis and visual display of information about materials published in the media (data source - IAS "Semantic Archive"). This monitoring should include:
  • automatic data loading from IAS "Semantic Archive" to the System (data composition and parameters of their transmission are determined by the Contractor at the stage of inspection of the automation object in the course of coordination with the Customer and recorded in the CTT);
  • displaying on parameterized thematic information panels (dashboards) of personal dashboards system (taking into account access rights) of IAS "Semantic archive";

• Development of analytical reports and forms of visual display of reporting information.
• Monitoring of the main events of the Vologda Oblast, including involving the personal participation of the Governor of the Vologda Oblast ("Calendar of Events") - is the receipt, analysis and visual display (including cartographic) of information about especially important events planned for conduct on the territory of the Vologda Oblast (data source - input and/or loading of data into the System by operator users). Within the framework of this monitoring, the System shall provide the following capabilities:
• Schedule events for a specific period of time (day/week/month);
• Maintenance of the calendar of events;
• planning of the working day of the Governor of the Vologda Oblast;
• Scheduling events related to a specific date, time and geographic location
• planning of tasks (tasks, cases) to monitor their independent or third-party execution;
  • categorization of events and actions (for example, "fairs", "ceremonial openings", "meetings", "meetings", "working trips", "birthdays");

• Display of information prepared for information support of events (meetings).

Results of the project

The work of the situation center concerns all spheres of life: socio-economic and socio-political development, public security, emergency response. In the Center's focus area, the whole life of the region - from major accidents at infrastructure facilities to control of City Councils facilities. In the near future, on the basis of the Situation Center, forecasting of processes taking place in the region will be carried out.

The creation of the Center solves many tasks, the key of which is the prompt receipt of reliable information. This will improve the quality and speed of decision-making. So - to timely see all the emerging problems, accelerate the response to emergencies, make life in the region more comfortable^[1].

What has been done in the Vologda Oblast - the unification of the SDGs and the Situation Center in one structure - solves several problems at once. Now events are developing very quickly, so you need to respond quickly. SDGs are an opportunity to quickly collect and process information, as well as respond quickly using the most modern means of communication. Situation centers are an opportunity to connect all the necessary resources to solve a complex problem. I believe that this is the right decision, which is a good example for other actors. This experience should be replicated, as well as projects implemented throughout the country[2], said Dmitry Godunov, First Deputy Head of the Analytical Center under the Government of the Russian Federation - Director of the Center for National Projects
