2024: Russian Ministry of Digital Development introduces personnel electronic document management in state-owned companies

On April 22, 2024, information appeared that the Ministry of Digital Development of the Russian Federation was expanding the project on the use of personnel electronic document management (KEDO) in the civil service. The initiative will cover state-owned companies and organizations that will have access to the Unified Information System for Managing the Personnel of the State Civil Service (UISUKS).

According to the Kommersant newspaper, the use of EISUX, among others, will be state extra-budgetary funds, public law companies and "organizations created to fulfill the tasks assigned to federal government agencies." Personnel documents can be created, signed and stored on the basis of the specified UIS. In electronic form, those documents are formed in respect of which registration on paper or familiarization in writing is provided. These can be, for example, employment contracts and letters of resignation. At the same time, the project does not affect work books, information on work generated in electronic form, documents on dismissal from office, as well as documents attached to a personal case, and accident reports.

The Ministry of Digital Development of the Russian Federation expands the project on the use of CEDO in the civil service

The Ministry of Digital Development will also give the personnel services of government agencies the right to accept applications for issuing certificates of electronic signature verification keys, for handing over certificates and identifying the applicant. Thanks to this, civil servants will be able to receive a certificate of the verification key of the digital analogue of their signature without the need to visit the certification center. At the same time, the procedure for issuing the certificate itself remains the same: it is issued by the center or an accredited organization.

It is assumed that in the future EISUX will be introduced in government agencies and state organizations everywhere. In general, KEDO will allow government agencies to simplify the exchange of documents, make it more transparent and controlled. In addition, the number of errors will decrease, and the speed of exchange of documents within the organization and between various departments will increase.[1]

2021

The Ministry of Digital Development has developed a strategy on paperless personnel document management in the civil service

In early December 2021, it became known about the Ministry of Digital Development of the Russian Federation strategy for the implementation of electronic document management in the public service.

According to the authors of the bill, by the beginning of December 2021, the possibility of conducting personnel legally significant electronic document management in government agencies is not normatively fixed, and the execution of personnel documents, including an official contract with a civil servant, orders for appointment to positions of the state civil service or for dismissal from replacement of these positions, is carried out on paper. In addition, in accordance with the current legislation, personal files of public civil servants are kept on paper.

The Ministry of Digital Development presented a strategy on paperless personnel document management in the civil service

It is planned to conduct electronic document management using the "Unified Information System for Managing Personnel of the State Civil Service of the Russian Federation," IT systems of regional authorities, as well as other systems that will be determined by the president and the government.

The Ministry of Digital Development believes that the implementation of the bill will ensure interdepartmental and intra-departmental electronic interaction, which will minimize errors, make it possible to conduct automated control over the passage of documents and the formation of analytical information through automated processing of electronic personnel documents.

In addition, in order to avoid difficulties for state bodies when switching to electronic personnel document management, the bill retains the possibility of document management on paper.

According to the plans of the Ministry of Digital Development Science, the introduction of electronic document management will be carried out in several stages, starting from July 1, 2023.[2][3][4][5]

The Ministry of Digital Development has developed a procedure for electronic interaction on personnel issues for departments

On September 17, 2021, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the development of a new procedure for electronic interdepartmental and intra-departmental interaction on personnel issues. The corresponding order concerns the federal information system "Unified Information System for the Management of Personnel of the State Civil Service of the Russian Federation" (FSIS EISUX).

According to the document, it is envisaged that the transfer of electronic personal affairs between state bodies using the FSIS EICUX will be carried out using an enhanced qualified electronic signature (UEP). At the same time, the transfer of personal affairs within the framework of one government agency can be carried out without the use of UKEP.

The Ministry of Digital Development approved for departments the procedure for electronic interaction on personnel issues

The need to use UKEP will optimize the procedure for transferring electronic personal affairs between government agencies using the FSIS EICUX. In addition, the use of an enhanced qualified electronic signature, which is an electronic analogue of a manual signature, will serve as a legally significant confirmation of the fact of interdepartmental transfer of personal affairs within the framework of personnel interaction.

By mid-September 2021, the transfer of personal affairs between state bodies is carried out without the use of an enhanced qualified electronic signature with the support of the apparatus of the Government of the Russian Federation. Avoiding this interaction allows not only to reduce the number of participants in the transfer of personal affairs, but also to reduce the time for the transfer of personal affairs of civil servants, according to the Ministry of Digital Development.

Earlier it was reported that 2.2 billion rubles will be spent on the development of the Unified Information System for Managing the Personnel of the State Civil Service. Among other things, this system will have to check data on the income and expenses of civil servants, collect information about the Internet pages of applicants for government positions and counter corruption.

The Ministry of Digital Development is a GIS operator for human resources state civil service

As it became known on February 2, 2021, the Government of the Russian Federation adopted a resolution that gives Ministry of Digital Development of the right to determine the rules of operation of the federal state information system "Unified Information System for Managing Personnel of the State Civil Service of the Russian Federation" (EISU COP).

In addition, with this document, the Ministry of Digital Development is appointed by the GIS operator and responsible for its technical functioning and development.

Also, this decree of the Government of the Russian Federation includes the Ministry of Labor in the participants in the information interaction of the EISU of the Constitutional Court and gives the department the status of a body authorized to carry out methodological support for the functioning and development of the system.

Cabinet appointed Ministry of Digital Development by GIS operator to human resources state civil service

The decisions adopted by the resolution are aimed at ensuring an optimal organizational model for managing the system, in which the powers for methodological support of the functioning and development of GIS are assigned to the relevant federal executive body - the Ministry of Labor of Russia, which performs the functions of developing and implementing state policy and legal regulation in the field of civil service and labor relations.

FGIS EISU KS makes it possible to ensure the effective attraction, selection, professional development and movement of personnel in the state civil service. The resource is available to all citizens at gossluzhba.gov.ru. The objectives of this system are as follows:

  • automation of personnel work in federal state bodies and state bodies of constituent entities of the Russian Federation;
  • provision of electronic interdepartmental and internal cooperation on personnel issues;
  • monitoring compliance with civil service legislation;
  • monitoring compliance with anti-corruption legislation;
  • formation of statistical and analytical reporting materials on personnel issues;
  • Implementation of strategic planning mechanisms in the civil service.[6][7]
