2021: Suspicion of embezzlement of 80 million rubles during public procurement of the Research Institute of Tuberculosis of the Ministry of Health of the Russian Federation

In early February 2021, it became known that a criminal case was opened in Novosibirsk on embezzlement during public procurement of the Research Institute of Tuberculosis of the Ministry of Health of the Russian Federation. The case is being investigated under Part 4 of Art. 160 of the Criminal Code of the Russian Federation (assignment on an especially large scale) and Art. 174.1 of the Criminal Code of the Russian Federation (money laundering).

According to Kommersant-Siberia, citing sources in law enforcement agencies, Vladimir Krasnov, who headed the institute from 1989 to 2019, is one of the suspects in the case. He became a defendant in the case (initiated according to the materials of the FSB) about embezzlement under the scheme of overpricing for the supply of medical equipment and medicines. According to law enforcement officers, the criminal scheme brought its participants income over 80 million rubles.

The surgeon is also suspected of stealing furniture from the institute totaling 1.5 million rubles. According to law enforcement officers, the furniture was illegally decommissioned and transferred to an affiliated company after two years of operation.

It is reported that by the beginning of February 2021 in Novosibirsk, the former leadership of two more federal medical centers subordinate to the Ministry of Health of the Russian Federation is under investigation. In August 2020, the Central District Court of Novosibirsk sentenced Elena Guzienko, former financial director of the Novosibirsk Research Institute of Tuberculosis, to three years probation on charges of fraud. According to investigators, the institute underwent fraud with a sublease of premises for the department of paid services, the estimated damage was estimated at 5.2 million rubles. The defendant pleaded guilty and partially compensated for the damage, her case was considered by the court in a special order.

The Federal State Budgetary Institution "Novosibirsk Research Institute of Tuberculosis" of the Ministry of Health of the Russian Federation is the only federal center for combating tuberculosis outside the Urals, founded in 1943.[1]

2022: Multimillion-dollar fraud charge in medical procurement

2023: Sentence - 4.5 years in prison in embezzlement case

In May 2023, the trial of the former director of the Research Institute of Tuberculosis of the Ministry of Health of the Russian Federation Vladimir Krasnov ended in Novosibirsk. He was assigned 4.5 years in a general regime colony in the embezzlement case (part 4 of article 160 of the Criminal Code of the Russian Federation), according to the prosecutor's office of the Novosibirsk region.

Under Art. 286 of the Criminal Code of the Russian Federation (abuse of authority) Vladimir Krasnov was appointed three years in prison. The legality of this verdict was confirmed by the appellate and cassation courts.

The Novosibirsk Research Institute of Tuberculosis is the only federal center for combating this disease beyond the Urals, founded in 1943. Since 2010, collaborates with WHO in the training of specialists in the fight against multidrug-resistant tuberculosis. In the clinic of the institute, diagnosis and treatment of pulmonary and extrapulmonary forms of tuberculosis are carried out.[3]

2024: Recovery of 12.7 million rubles for theft of medical furniture

The Zaeltsovsky District Court of Novosibirsk recovered 12.7 million rubles from the former head of the Novosibirsk Research Institute of Tuberculosis (NNIIT) of the Ministry of Health of the Russian Federation Vladimir Krasnov, who was sentenced to 4.5 years in prison.

Performs state tasks for epidemiological monitoring in the territories of the Siberian and Far Eastern federal districts within the framework of national and international programs to combat tuberculosis.[4]
