Construction of a radio electronics development center for ₽3 billion in St. Petersburg
The manufacturer of radioelectronic equipment JSC Zaslon plans to build a scientific and technical center in the Pushkin district of St. Petersburg with an investment volume of up to ₽3 billion. The new facility will be designed to conduct scientific research, development and testing of industrial prototypes of radio engineering products with an emphasis on the creation of measuring stands for radar and optical measurements. This was announced by the managing director of Zaslon JSC Alexander Maykov on July 31, 2025.
According to RBC, the decision to prepare changes to the planning project with the land surveying project was published on the official website of the St. Petersburg administration. The center will occupy an area located between Starogatchinsky and Krasnoselsky highways in the immediate vicinity of the Pavlovsk railway station.
"Zaslon"The key objective of the project will be the creation of specialized measuring stands for radar and optical measurements. Maykov explained that the equipment produced by the company requires accurate radar and optical measurements of various equipment characteristics.
It is planned to install towers with optical stations equipped with emitters and receivers on the territory of the center. This configuration will allow you to transmit a signal from one place and receive it from another, which will provide the ability to measure the propagation speed, intensity and other critical parameters of radio products.
The strategic placement of the new scientific and technical center next to the main production complex of the company will significantly reduce the cycle of development of new products. Currently, some of the necessary tests are carried out at remote landfills in the Leningrad Region.
The implementation of the project depends on the completion of administrative procedures. The preparation of changes to the planning project and the land surveying project is in an active stage, the completion of these works is expected in the first quarter of 2026.[1]

2024: Construction of a plant in St. Petersburg for ₽2,2 billion
Zaslon JSC is embarking on a large-scale investment project for the construction of new production buildings in the Moscow district of St. Petersburg. The volume of investments in the creation of the enterprise will amount to ₽2,2 billion, which became known in November 2024.
According to Delovoy Petersburg, a new production complex with a total area of 33 thousand square meters will be erected on a plot of 2.45 hectares. Construction is scheduled to begin in the first quarter of 2026, with completion in the fourth quarter of 2028.
The project is aimed at expanding the company's scientific and technical center and organizing serial production of microelectronics. The new site plans to produce digital and analog chips to replace products from foreign manufacturers such as Texas Instruments, OnSemi, Microchip and Qorvo. The creation of a new production complex will allow the company to increase the production of domestic microelectronic products and strengthen its position in the field of import substitution of electronic components.
The company specializes in the production of prototypes of analog microwave chips that replace the products of UMS, Hittite, Analog Devices, Macom and Sumitomo. The production of plates with crystals is carried out in partnership with the St. Petersburg company Svetlana-Rost.
The housing of microcircuits is carried out by specialists of Zaslon JSC in the clean rooms of the Technopark of St. Petersburg as part of a technological partnership. With the launch of the new enterprise, the company plans to postpone and expand this production.
The implementation of the investment project includes the design and construction of production buildings, auxiliary structures, as well as the integrated arrangement of the territory for expanding the research and production profile of the enterprise.[2]
