FAS revealed violations when purchasing 5 KT-scanners by the Ministry of Health of Bashkortostan for 412 million rubles

In February, 2021 the Office of the Federal Antimonopoly Service (FAS) in the Republic of Bashkortostan announced the violations allowed by the regional Ministry of Health by deliveries of the medical equipment within the national Health care project.

According to OFAS across Bashkiria, GKU "Tekhobespecheniye" subordinated to the Ministry of Health of the Republic of Bashkortostan at the organization of tender illegally limited submission due dates of requests, thereby having reduced the number of participants. As a result the local company "Medtekhnika" won auctions on delivery of 5 KT-devices to the amount of 411.5 million rubles, having offered the most advantageous conditions of delivery.

The cost of the KT-scanner intended for city hospital of Salavat decreased to 84.15 million rubles at the starting price of 85 million rubles, MRT for a republican oncological clinic – up to 117.8 million at the starting price of 119 million rubles, the tomograph for city clinical hospital No. 1 in Sterlitamak – from 100.5 million to 99.5 million rubles, in biddings, in addition to Iatrotechnics, Parametry zdorovya LLC participated. For one more purchase of two tomographs there was only Iatrotechnics therefore the contract was signed at the maximum price of 110 million rubles.

The antimonopoly service established that the organizer of biddings announced the forthcoming tender at the end of December, 2020, and order taking matched output and New Year's holidays. Participants could submit applications till 9 in the morning on January 11 – not all could make it for the objective reasons.

Biddings already took place, all tomographs under contracts purchased and delivered in the oncological centers of the republic. For this reason antimonopoly department did not write out the instruction for elimination of violations. However violation of the law about a contract system are an administrative offense for which responsible persons in the ministry are threatened by a penalty.^[1]
