Russia creates a register of preferential housing to save ₽4,5 trillion

On December 6, 2021, the Deputy Minister of Construction HOUSING AND PUBLIC UTILITIES Yuri Gordeev spoke about some details of the project to create a single database of citizens in line for the issuance of apartments.

The project was supported by the Accounts Chamber of the Russian Federation, and the Federation Council proposed the creation of a single body - the operator of preferential programs.

According to Yuri Gordeev, the Unified Register of Citizens to whom there are federal housing obligations will work in early 2023. By this time, the regions will have to provide their lists of waiting lists, and the government will have to develop and approve a roadmap of activities for the draft register.

The Ministry of Construction believes that the consolidation of disparate lists for all categories of citizens to whom the state has obligations to provide housing will eliminate repetitions and take into account data on waiting lists that have already received apartments or housing certificates for their purchase.

In total, as of January 1, 2021, the Ministry of Construction registered 854,000 families of waiting lists from 20 categories of citizens, in 2020 the issue was resolved for more than 27,000. At such a rate of queue reduction and without taking into account new queues, the process will be delayed by 30 years or more. The total amount of necessary funds for housing support of citizens is about 9 trillion rubles, estimated in the fund "Institute of Urban Economics."

In her opinion, it is necessary to strengthen targeted assistance and look for forms of housing support that are less costly for the budget: the state will never even have half of the necessary funds.

It is expected that the consolidation of disparate lists into one system will halve the necessary government spending by getting rid of obligations.[1]

Ministry of Construction launched an IT system to track the queue of Russians for housing

On November 11, 2021, the Ministry of Construction and Housing and Communal Services of the Russian Federation announced the start of work of the hardware and software complex (AIC), which will become the basis for the formation of the Unified Digital Register of Citizens to whom there are federal housing obligations.

As explained in the department, the agro-industrial complex will simplify the process of regular inventory of federal and municipal queues of citizens applying for state financial support in the purchase of housing, as well as systematize information on all categories of citizens participating in the state program "Providing affordable and comfortable housing and communal services to citizens of the Russian Federation."

By November 11, 2021, work is underway to create a regulatory framework governing the procedure and conditions for filling out the Unified Register. The formation of a data bank for a new digital resource is planned to be completed in 2023.[2]

Creation of a single register of citizens in need of improving housing conditions

At the same time, it allocates federal funds for these purposes not addressed to each particular needy, but to the general application from the subject, which contains information about the number of beneficiaries.

According to the head of the housing policy commission of the public council under the Ministry of Construction, the president of the Institute of Urban Economics Foundation, Nadezhda Kosareva, by February 2021 there is no exact data on how many citizens in the Russian Federation who have the right to housing support in one form or another.

Kosareva added that by February 2021, about 4 million families are waiting for help in acquiring housing on various grounds. To provide their support, about 9 trillion rubles are required.

It is planned to include in the register citizens affected by radiation accidents and disasters, internally displaced persons leaving the regions of the Far North, disabled people and families with children with disabilities, veterans of the Great Patriotic War and hostilities and other categories, the Ministry of Construction specified.[3]
