2021: Creation of the register of the companies for the EBS data access

In the middle of February, 2021 it became known of the order Mintsifra on creation in Russia the register of the state and commercial organizations which will have access to the Single biometric system (EBS). An operator of this register will be "Rostelecom".

As told Vedomosti in Rostelecom, the list of the legal entities entered in the register will be posted on the website bio.rt.ru. For participation in the system of the company it will be necessary to sign the agreement with Rostelecom. Inclusion in the register will be free for the organization. However the applicant will have to confirm a possibility of providing security requirements of personal data and to install biometric terminals.

Rostelecom receives a payment for each appeal to EBS: any request on identification costs 200 rubles which the organization which registered the specific person in EBS (for example, bank) among themselves separates, the vendor providing functionality of EBS and also Rostelecom.

To the middle of February, 2021 can collect data 232 bank and MFC. By January 1 EBS contained samples of 160 thousand users. That a system became widely demanded, in it there have to be at least 50 million molds, Vedomosti with reference to the representative of large financial institution writes. Participation in EBS is unprofitable to bank: he collects biometrics and receives only 100 rubles for the fact that his client uses services of other banks far off, explained to the edition a source.

Only banks and insurance companies can be connected to the middle of February, 2021 to a Single biometric system. In the future other organizations, for example the mobile operators or retailers entered in the special register also can be connected to it. So far the company is not seen in connection to EBS of clear advantages to the business, but see the serious finance costs and risks connected with data protection, the analyst of the Russian Association for Electronic Communications Karen Kazaryan says.^[1]
