2021: Conclusion of a contract for localization in Moscow of production of 20 types of medicines

The Moscow government has signed an offset contract for ten years with the Moscow Endocrine Plant. Under the terms of the agreement, the investor must localize the production of 20 types of medicines in the city within two years. This was announced on February 17, 2021 by the DIPP of Moscow from the words of Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Land and Property Relations.

The offset contract provides for public procurement of goods and counter-investment obligations of the supplier to localize production.

This is the fifth offset contract concluded in the capital, and the third - in, to pharmaceutics two more offset contracts concluded with manufacturers medical products and baby food. As of February 2021, the total volume of private investments for five offsets signed by Moscow is 12.9 billion rubles, and the volume of purchases is 72.7 billion rubles. The capital plans to conclude offset contracts in such industries as IT equipment, transport mechanical engineering equipment for, "said housing and communal services the deputy mayor.

Signing such a contract is equally beneficial to both the city and business. For the capital, these are additional jobs, increased tax revenues and budget savings. When concluding an offset contract, investors receive a solvent customer, a long-term guarantee for the sale of localized products, and subsequent inclusion in the regional register of only suppliers.

The supplier of the fifth offset was determined according to the results of an open competition, for which one application was submitted - from the Moscow Endocrine Plant. The Commission reviewed the proposal and determined that it met all the conditions of the tender documentation. Within two years, the enterprise will establish the production of antiglacial, antibacterial, analgesic drugs, as well as antidepressants and antipsychotics. The volume of private investments in the project will be 1 billion rubles. Moscow, in turn, guarantees the investor the purchase of medicines manufactured at the plant for 1.1 billion rubles over 8 years, "explained Alexander Prokhorov, head of the Department of Investment and Industrial Policy of Moscow.

When implementing the project, business can also count on various benefits from the city as part of existing support measures: land plots to accommodate production, tax cuts, rental rates for land and subsidizing up to half of the costs of connecting to networks.

The first offset contract in Moscow was signed in the fall of 2017. The capital not only became a pioneer in concluding offset contracts, but also, together with the Ministry of Economic Development of the Russian Federation, took an active part in the development of amendments to 44-FZ, which regulate this public procurement mechanism. According to the law on the contract system, offset can be signed for up to 10 years, the minimum investment volume is 1 billion rubles, the delivered goods must be of Russian origin.
