The largest project on implementation of the AIIS KUE ORE (the total amount of the project documentation – 4412 volumes, weight more than 2200 kg), the implementable Engineering center "Energoauditkontrol", is creation of the AIIS KUE of JSC "Russian Railways". This project is one of the largest projects on creation of the uniform electric power fiscal metering system in Russia as on the scale (within the project of work were carried out in the territory of 64 power supply systems - from Kaliningrad to Khabarovsk), and on structure of the created system.

Difficulties of the project

When implementing the project of such scale except technical issues it was necessary to resolve also a number of organizational issues - from wiring design of logistics before creation of an automated system of accounting of passports of the equipment and use of mobile stands for the automated programming of counters just before their installation. Except delivery, installation and a commissioning of microprocessor counters of the electric power, the USPD and creation of the communication system (generally these works are already performed) works on reduction of IIK in compliance with requirements of JSC ATS are continued – replacement of measuring current transformers and tension, upgrade of measuring chains, replacement of cable economy is made.

Effect from Implementation

By the JSC "Russian Railways" ASCAPC it was created for the purpose of data acquisition about the actual consumption (production) on groups of points of electrical supply for the purpose of information support of carrying out financial calculations in wholesale market of the electric power and the organization of measurements of parameters of consumption (transit) of electrical energy for traction substations of JSC "Russian Railways" which points of measurements are introduced into the JSC "Russian Railways" ASCAPC of wholesale market, significant increase in accuracy of accounting, accuracy of measurements of capacities with a binding at the right time and, as a result, improvements of quality of energy management of these electric units on ORE. The implemented system vyponyat the following functions:

  • Collecting and formation of data on an electric power expense on traction substations;
  • data transmission on power dispatcher stations, on the level of the railroads and on the level of JSC "Russian Railways";
  • carrying out on the basis of data retrieveds of control and commercial calculations for electricity consumption and capacity in wholesale market of the electric power.
