2021: Preparation for commissioning of SSOP-VoIP

Unified Energy System System Operator March 9, 2021 announced the beginning of preparations for the phased commissioning of the "Systems communications for operational negotiations with entities power industry on technology" (VoIP SSOP-Vo).IP

The use of this system will improve the quality of operational negotiations between dispatchers and personnel of electric power entities. The introduction of SSOP-VoIP will also help reduce the capital and operating costs of industry entities for the creation and modernization of technology information exchange systems with the automated system of the System Operator and information collection and transfer systems (SOTIASSO/SSPI) due to the convergence of different types of traffic - telephone and data - in one multi-service network and more efficient use of communication channels based on packet data transfer technologies. The use of VoIP technology and current telecommunication equipment will increase the reliability and observability of communication channels to energy facilities.

The phased transition to the use of VoIP is carried out as part of the transfer of technological information exchange between electric power facilities, control centers of electric power entities and dispatch centers of JI UES JSC to packet data transfer technologies based on IP protocols.

VoIP (Voice over Internet Protocol) - a technology for transmitting voice information over packet data networks. The advantage of VoIP technology compared to traditional solutions based on TDM (Time Division Multiplexing) technology is the ability to compress voice traffic with a high compression ratio and dynamic use of communication channel bandwidth.

Prior to the introduction of SSOP-VoIP, TDM telephony was used for operational negotiations between System Operator dispatchers and personnel of power facilities. In it, a fixed portion of the capacity of the common digital stream is permanently assigned to each telephone communication channel, preventing the resource from being used to transmit other types of information when the channel is not busy with telephone conversations. VoIP technology does not have such restrictions and allows you to use common data channels for organizing voice connections, classify and mark the transmitted data, as well as manage traffic queues and priorities in accordance with the algorithm of network equipment.

With the introduction of SSOP-VoIP, the System Operator will provide electric power entities with the possibility of organizing telephone communications for operational negotiations using VoIP technology, while the use of TDM technology will continue where the use of VoIP is not yet possible for financial or organizational and technical reasons.

2020: Equipped with technology VoIP the Main Dispatch Center and Dispatch Centers 26 branches

In 2020, the Main Dispatch Center of the System Operator and Dispatch Centers of 26 branches were equipped with infrastructure for organizing telephone communications for operational negotiations on VoIP technology. By the end of 2023, it is planned to equip all other dispatch centers.
