Alexander Zolotarev was born in 1973 in the city of Kapchagay, Alma-Ata region of the Kazakh SSR.

Education

He graduated from Tomsk Polytechnic Institute. Kirov, majoring in mining engineer and Udmurd State University, majoring in economics.

Career

2015

In 2015, Alexander Zolotarev was appointed Deputy Prime Minister of the Stavropol Territory. Prior to this appointment, he worked for about 20 years in the banking sector, including in senior positions.

2021: Detention on charges of bribery in the construction of medical facilities

On March 12, 2021, the Investigative Department of the Investigative Committee of the Russian Federation for the Stavropol Territory announced the detention of Deputy Prime Minister of the region Alexander Zolotarev. A criminal case was instituted against him on suspicion of receiving bribes on an especially large scale  (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to investigators, in December 2017, Zolotarev, having conspired with Alexei Kogarlytsky, who replaced the post of first deputy minister of construction and architecture of the Stavropol Territory, received a bribe of 2.5 million rubles from a representative of the joint-stock company for patronage during the implementation of the state contract for the construction of a new building of the regional children's clinical hospital in Stavropol.

According to the UK, in 2017-2019, Alexander Zolotarev received a total of 63 million rubles in bribes from a company that hoped  to receive contracts at medical construction sites  - the building of the regional children's clinical hospital in Stavropol, the medical and diagnostic building of the Regional Clinical Cardiological Dispensary and the medical and diagnostic building of the Stavropol Regional Clinical Oncological Dispensary.

The Investigative Committee published a   video of the detention of  Alexander Zolotarev on YouTube. The official was detained at the airport while trying to escape. The 50-second recording shows how he is handcuffed and taken away.[1]
