2021: Pilot Launch of Solid Waste Monitoring System

On March 23, 2021, Rostelecom announced that it would launch a system for monitoring the removal of solid household waste (MSW) in the city of Zverevo, Rostov Region, in a pilot mode. The relevant agreement was signed by the minister of the housing and communal services (HCS) of the Rostov region Mikhail Solonitsin, the head of administration Zverevo Sergey Orlov and the director of the Rostov branch of Rostelecom Sergey Mordasov.

The system will work on several garbage sites of the city and will provide continuous control over their sanitary condition, container infill and export frequency.

The solution was implemented on the basis of the Video Surveillance cloud platform from Rostelecom using a neural network. CCTV cameras installed on garbage sites using artificial intelligence technologies allow you to analyze the state of garbage collection sites, check the infill of containers and compliance with the removal schedule, identify deviations, and also send photo and video reports to the city's technical services. In addition, the system is able to mark the time of arrival and the number of garbage trucks, optimize their routes.

Our solid waste product has a key feature: thanks to the use of smart sensors installed in containers, any violation is recorded and confirmed using photo and video materials. Negligent public utilities will no longer be able to refer to a malfunction of the equipment - the system sees the whole picture. Not only the filling of containers, but also the cleanliness of the site, the bulk of garbage, the facts of its discharge, including by legal entities, improper parking transport of funds, the fact of the arrival of the garbage truck and much more - Rostelecom's solution works completely offline, ensuring high accuracy of recognition in any weather conditions, "said Vladimir Eremeev, director of the Video Surveillance product office of Rostelecom.

Monitoring the removal of municipal waste is only the beginning. Rostelecom and I have outlined a number of projects to integrate digital solutions into city administration. Among them is a digital water utility and the modernization of heating networks in Kamensk-Shakhtinsky. Pilot sites are already being prepared, "said Mikhail Solonitsin, Minister of Housing and Public Utilities of the Rostov Region.

Access to the personal account of the product is open to all participants in the process: government agencies, operators of garbage collection services and management companies. This ensures transparency and a systematic approach to resolving communal issues. The digital service allows the customer to set his own scenario for monitoring garbage collection and its stages: set up service delivery parameters, the frequency of sending analytical reports, and link the client's information system to the billing system of the service operator. All data is securely protected and placed in Rostelecom cloud storage. Video cameras from the sites can be integrated into the Safe City agro-industrial complex and provide an additional level of security for citizens.

Based on the results of two months of pilot operation of the monitoring system, we will assess its effectiveness and development prospects. We expect to see a significant economic effect and a qualitative increase in the level of service in the territories, "said Sergey Orlov, acting head of the city of Zverevo.

Housing and communal services are one of the most difficult in terms of digitalization, but municipalities and the entire region feel the real economic effect from it. The system for monitoring garbage collection in Zverevo will be the first in the Rostov region and the nineteenth in the list of pilot regions, where Rostelecom has deployed this decision. Like most of the services developed by our company, MSW monitoring was developed in the fields with the customer in order to really close the most acute tasks related to garbage collection. One of them was the creation of a completely automatic control tool devoid of the human factor, which will provide a single transparent picture for all participants in the process, "concluded Denis Ryabchenkov, director of product management for the corporate and state segment of Rostelecom.
