Purchase of Russian software for 216 million rubles

On July 12, 2021 the order of the government about allocation of 216.4 million rubleyNIya "Rising" on purchase and introduction of the domestic software in MSTU of N.E. Bauman was published. Funds will be allocated to the Ministry of Digital Affairs from the government's reserve fund to provide a subsidy for the project.

By the beginning of the new academic year in 2021, the performer will have to create at least 5 thousand automated jobs on Russian software or on freely distributed solutions at the university, the Cabinet said. Control over the targeted and effective use is entrusted to the Ministry of Digital Affairs of Russia, it must submit a report to the government by October 20, 2021.[1]

Earlier, Microsoft refused to supply software to MSTU named after  N.  E.  Bauman  due to US sanctions against Russia. License to purchase Microsoft products, issued by the US Bureau of Industry and Security of the US Department of Commerce, MSTU named after  N.E.   Bauman received in 2018, its term expires on September 30, 2021. At the same time, MSTU named after  N.  E.  Bauman is not on the Consolidated Inspection List, that  is, in accordance with the US Export Control Rules, the supply of any products is not limited, a university representative told Vedomosti.

US government agencies Baumanka may well be perceived as a training ground for Russian weapons, argues Anton Sergo, president of the law firm Internet and Law. If only because individual faculties, for example, Rocket and Space Technology or Aerospace, train high-class engineers to design rocket and space systems.

MSTU named after Bauman bought licenses from Microsoft for a large number of programs, for office and educational products. The university noted that the main problem with leaving Microsoft products is that  many complex programs used for engineering calculations are not compatible with operating systems other than Windows.[2]

Start of transition to domestic software - contract with research institute "Sunrise"

On April 13, 2021, the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation announced the launch of a large-scale project to transfer Russian universities to domestic software. IT-import substitution began at MSTU named after N. E. Bauman, the research institute "Sunrise" took up the implementation of this initiative.

The Ministry of Digital Affairs has launched a large-scale project to transfer universities to domestic software

According to him, the Ministry of Digital Sciences together with MSTU named after N.E. Bauman will prepare a roadmap for the adaptation of knowledge-intensive engineering software products, as well as methodological recommendations for the transition to a domestic software platform. The implementation of the pilot project at Baumank will create a repository of software products compatible with the domestic operating system and necessary for the work of universities, as well as at facilities in other industries, he added.

The transfer of MSTU named after N.E. Bauman to domestic IT solutions will be carried out in several stages. First, selection criteria will be formed and based on them a comparative analysis of operating systems based on the Linux kernel will be carried out, a list of necessary applications will be determined and compatibility with the operating system will be tested. Based on the results of testing, a choice will be made of the composition of software solutions that provide full functionality for users, and an automated workplace standard will be defined, which also includes a Russian suite of office programs.

It is assumed that by the beginning of the 2021/2022 school year at MSTU named after N.E. Bauman, the bulk of the software of workplaces will be replaced by domestic developments.[3]
