The administration of the Leningrad Region has introduced a system that identifies corruption among civil servants. This was announced in mid-April 2021 by MOLGA Consulting, which was implementing this project.
The development of the system called "Argus" has been carried out since September 2020. Thanks to it, the administration of the Leningrad Region can collect, monitor and automatically analyze data on civil servants for compliance with anti-corruption legislation.
The technology solves the tasks of recognizing and storing in electronic form certificates on income, expenses, property and property obligations of civil servants, creating a database, checking the completeness of the information provided and reporting on the status of the obligation to submit certificates. Measures to identify corruption risks of more than 2 thousand accountable civil servants in the region began to be carried out automatically, and the data are integrated with the personnel accounting system.
In addition, it is possible to scan several help at once, storage with a high degree of protection is provided. According to the initiators of the project, it will reduce the operational costs of the process participants by up to 50%. In the future, it is planned to develop a solution for conducting work on identified corruption risks and additional reporting.
The effect of creating a computer program is in the timely detection and prevention of corruption offenses in terms of preventing (resolving) a conflict of interest, as well as in reducing the cost of analyzing information, preparing draft personnel documents, the administration of the Leningrad region said. |
