2021: Detention in the case of abuse of office

According to the investigation, the head of the Department of Health of the Oryol Region used his official position to give illegal oral demands to a subordinate about checking the organization Dialysis Center Nefros- LLC, Kaluga which applied to the department with a statement about the renewal of the license for medical activities, to refuse these actions regardless of its results.

The subordinate pointed out in the documents to formal violations of the organization, which could not be considered the grounds for refusing the declared procedure.[1]

2022: Suspended sentence for obstruction of the dialysis center

At the end of May 2022, the Soviet District Court of Orel Ivan Zalogin was suspended for three years on charges of abuse of office. The regional prosecutor's office requested six years in prison for the former head of the Health Department of the Oryol Region. Part 2 of Art. 286 of the Criminal Code of the Russian Federation, according to which the ex-official passes, assumes up to seven years in prison.

Ivan Zalogin is also deprived of the opportunity to hold positions in the authorities for 2.5 years. The prosecutor's office of the Oryol region told Kommersant that after the verdict was received by the department, it will be studied for legality and validity, after which a decision will be made to appeal.

The court found that Zalogin from September 11 to November 23, 2020 gave one of his subordinates an "illegal oral instruction" to conduct an audit against Nefros-Kaluga Dialysis Center LLC, which applied to the regional Department of Health to renew the license in connection with the opening of a dialysis department in the Oryol region. Ivan Zalogin instructed to refuse a legal entity to obtain a license, regardless of the results of the audit.

The subordinate complied with the illegal instructions of his manager, introduced formal violations into the inspection act against the specified organization, which could not be the grounds for refusing to renew the license. After that, the convict signed an order refusing the medical organization to renew the relevant license, thus he prevented its activities in the implementation of hemodialysis services to the population of the Oryol region, the court explained.
