The agreement is designed to increase citizens' access to works of literature, science and art, protect the rights of authors in the digital environment, and contribute to the development of automated intellectual rights management practices.

With the help of the IPChain Association and its infrastructure solutions for intellectual property, the RGB will be able to expand the amount of information about works, rights holders and transactions with rights available to any interested market participant. Industries, including those related to the book, will have an exhaustive idea of ​ ​ who owns the rights to a particular work.

The need for the Agreement is long overdue, said Andrei Krichevsky. "This is a historic event. For three years, we discussed the possibility of integrating the RGB and its services into the IPChain system. We at IPChain always emphasize that the digitalization of content and the development of online tools should go hand in hand with the mechanisms for protecting and protecting intellectual property in the Internet environment.

Another important task is to form a register of "orphan works" and determine the legal procedure for their use. A huge amount of content, including texts, has been withdrawn from civil circulation, as the authors do not declare themselves in any way. The business is ready to ask permission and pay, but does not know who. One of the decisions is to create a fund that could manage the rights to such works and collect royalties in favor of the authors if they suddenly decide to designate themselves and declare their rights.

Finally, the BWG, together with the Association, can develop a convenient, transparent, objective mechanism for calculating proportional rewards for the use of products in a digital environment, and automate the distribution of such payments.

All these tasks - determining the status of "orphan" works, consolidating the methods of their free use, improving the procedure for rewarding authors and managing intellectual rights in the digital environment - are supposed to be solved, including through participation in the preparation of relevant bills.

Under the agreement, the RGB will create on the basis of mandatory electronic copies the National Bibliographic Resource and the National Book Platform. RAO will provide accurate data on all rights holders and share experience in calculating proportional remuneration. The IPChain Association, in turn, will contribute to the adjustment of legislation and methodological documents by participating in relevant working groups, government and expert discussions. In addition, the Association will provide the book, publishing, library sector with infrastructure for anti-piracy services, lobby for the introduction of judicial and pre-trial blocking tools for illegal content, for example, by restricting search results.

Digital transformation is an ambitious task and courage is needed to keep this course. We in the RAO have already embarked on this path.
