In early May 2021, the Office of the Federal Antimonopoly Service for Bashkiria announced the disclosure of cartels when supplying medical equipment to the new Tuymazov children's clinic. The illegal income of the conspiracy participants is estimated at more than 80 million rubles.
The antimonopoly body commission analyzed a number of purchases within the framework of the national project "Healthcare." The materials were provided by the prosecutor's office of Bashkiria. According to the results of the investigation, another cartel between the two companies and the capital construction department (CBS) was identified, aimed at limiting competition and maintaining prices at the auction.
The Commission found that in order to justify the maximum price of state contracts, commercial proposals with overpriced prices were submitted to the VKS. Moreover, part of the proposals was artificially created by the participants in the conspiracy.
Also, between companies there are business connections and signs of affiliation with the customer. Firms developed technical tasks for the UCS, compiled responses to requests and complaints. Organizations are located at one address, and applications for competitions came from another, while the IP addresses of applications coincided. In addition, the contracts received were executed with numerous violations.
The case materials were handed over to officials of the Bashkortostan OFAS of Russia to attract perpetrators to negotiable fines, and were also sent to the prosecutor's office to take response measures in accordance with current legislation, the antimonopoly department said. |
As follows from the data of the public procurement portal, an electronic auction for the construction of a new children's clinic in the city of Tuymazy was announced in 2018, medical equipment was purchased in 2019. The largest suppliers of medical equipment were Tuymazinsky LLC Medical service +"" and LLC Medical investment"" of, Tatarstan which received contracts for amounts over 30 and 20 million rubles, respectively. At the same time, the FAS does not name the companies that participated in the cartel conspiracy.[1]
