In early May 2021, it became known about the contract that the Ministry of Internal Affairs (MVD) of Russia concluded with the Moscow JSC "Scientific and Industrial Company" High Technologies and Strategic Systems. " We are talking about a scientific development under the code "Mirror" ("Camel"), designed to identify fabricated videos (deepfakes). The study is necessary for forensic units and video technical examinations.
According to RBC, citing data in the public procurement system, a contract worth 3.55 million rubles was concluded in early March 2021, and the contractor will have to carry out the work by November 30.
The initiator of the scientific work was the PKU "Scientific and Production Association" Special Equipment and Communications "of the Ministry of Internal Affairs of Russia. The initial cost of research work is 4.8 million rubles.
The research work was called "Research on possible ways to identify signs of intraframe editing of video images made using neural networks." The Contractor will be required to explore the possibility of quickly identifying diplomatic files contained in video files of common formats and submitted for analysis in the absence of information on the circumstances of their receipt, including from the Internet. He will also have to develop a technical task to create a hardware and software complex that would process such videos.
The Ministry of Internal Affairs explained that with the help of deepfakes you can harm an objectionable person by inserting his photo on a video where they commit, for example, a crime. In addition, according to experts of the department, telephone scammers can very easily use this technology, so it is important to learn how to quickly and efficiently detect such fakes.[1]code "Camel"
