Novikov Sergey Nikolaevich

Sergey Novikov was born on August 4, 1974 in the city of Abakan.

Education

In 1996 he graduated from the Khakass Technical Institute with a degree in Electricity Supply of Industrial Enterprises.

In 2004, he passed the presidential program for training managerial personnel at Krasnoyarsk State University.

In 2007 he graduated from Moscow State University of Economics, Statistics and Informatics with a degree in Jurisprudence.

Career

2004-2009

2004-2005 - Director of Electrocomplect LLC.

From 2006 to 2007 - Deputy Director at Armada LLC, manager of Crocus LLC.

From 2007 to 2009 - General Director of Golden Bor LLC.

Since August 11, 2009 - Chairman of the State Committee for Environment and Environmental Management of the Republic of Khakassia.

2010-2011

Since September 1, 2010 - Chairman of the State Committee for Industry and Ecology of the Republic of Khakassia.

Since December 23, 2010 - Minister for Urban Planning and Housing Policy of the Republic of Khakassia.

Since March 3, 2011 he was appointed Minister of Regional Development of the Republic of Khakassia.

2014-2018

From December 2014 to March 2016 - Minister of Construction and Housing and Communal Services of the Republic of Khakassia

2021:9 years in prison for bribes during the construction of a neuropsychiatric boarding school

On May 13, 2021, the Abakan City Court sentenced the former acting deputy head of Khakassia, Sergei Novikov, to nine years in a maximum security colony, finding him guilty under Part 6 of Art. 290 of the Criminal Code (bribe on an especially large scale).

Also, the ex-official will have to pay a fine of 60.5 million rubles. In addition, the court forbade him for five years after being released to hold positions in state bodies and in the municipal service.

The investigation and the court found that in December 2019, as part of the implementation of a national project, a state contract worth more than 480 million rubles was concluded between the GKU RX "Capital Construction Department" and the contracting organization for the construction of the second stage of the residential building of the GBU RX "Tuimsky neuropsychiatric boarding school."

Sergey Novikov demanded a bribe from the representative of the construction company in the amount of at least 12 million rubles for the protection of the company's activities organized by him in terms of resolving the issue of winning the auction by concluding the said contract, creating comfortable construction conditions, accepting work and first transferring money for the work performed. In April 2020, Novikov received a bribe in the amount of 2 million rubles.^[1]
