Rosstat develops electronic collecting of statistical data

The IBS company completed the works on development of the Single system of collecting, processing, storage and representation of statistical data (ESSO) regarding electronic data collection. Project implementation allowed to create necessary conditions for development of information exchange in electronic form at representation of primary statistical data between respondents and bodies of the state statistics.

Deployment of electronic archive for ensuring reliable storage and quick access to archive documents of the statistical reporting received by the territorial authorities of the state mute (TASM) in electronic form became one of project deliverables. The legal importance of documents is confirmed by application of the electronic digital signature for what the archive implements interaction with network of the entrusted certification centers of Rosstat. For the purpose of ensuring confidentiality of data the certified means of cryptographic information protection are used.

In addition to creation of archive, within the project upgrade of the software of ESSO regarding electronic collecting of statistical reporting was carried out. The unified format of electronic versions of forms of statistical reporting was developed for ensuring electronic interaction of territorial authorities of the state statistics and respondents. The regulating and methodical documents regulating processes of providing statistical reporting in electronic form by respondents in TOGS, its processings and storages in electronic archive were developed.

Within system implementation in operation resident instruction of specialists of all territorial authorities based on the educational classes located in the centers of federal districts and also based on a federal educational class of Rosstat was provided. In addition specialists of IBS developed specialized educational by multimedia the rate on operation of a system allowing specialists of territorial authorities of Rosstat to improve independently skills regarding operation of a system. For ensuring effective technical and consulting user support the support service is created, "hotline" and a specialized forum at which the staff of Rosstat gets advice is open and communicate among themselves.

In a project deliverable the methodological and technology base for development of electronic collecting of primary statistical data was created, in all territorial authorities of the state statistics the electronic archive of legally significant documents is put into commercial operation. It allowed to take an important step in development of electronic data collection and improvement of the production technology of statistical information. The project budget made 29.9 million rubles. It was executed within the FTP "Development of the state statistics of Russia in 2007-2011".
