2021: Starting the service for issuing statements from the USRN to the EPGU
On May 19, 2021, Rosreestr launched a service on the public services portal for issuing statements from the Unified State Register of Real Estate (USRN). It was created in cooperation with the Ministry of Digital Affairs of the Russian Federation.
Citizens who have a confirmed account on a single public services portal (EPSU) can use the new electronic service. Upon request, the document certified by a qualified signature will be submitted to the user's personal account in electronic form. The Rosreestr noted that the electronic extract received through the portal of public services is equivalent to an ordinary paper document certified by an employee of the department.
As of May 19, 2021, the following types of statements can be received at public services:
- basic characteristics and registered rights to real estate;
- about the real estate;
- about the transfer of rights to a real estate object.
Deputy Head of Rosreestr Elena Martynova, who oversees digital transformation, said that by the end of 2022 all mass services of the department will be available at public services.
The withdrawal of public services to EPSU is one of the measures that is included in the Rosreestr digital transformation program, approved in 2020, and is implemented jointly with the Ministry of Digital Affairs. With the help of the portal of State Services, getting extracts from the Unified State Register of Real Estate will become even more convenient and accessible for our customers. In addition to the public services portal, an extract from the USRN can also be obtained on the Rosreestr website, on the mos.ru portal and in multifunctional centers, in all cases there are uniform tariffs. Earlier in 2021, Rosreestr announced the preparation of a bill that would abolish the fee for discharge from the USRN, first for the owners of the facilities, and then for everyone.[1]
