2021: Creation of a single state register of oligarchs

On May 20, 2021, President of Ukraine Volodymyr Zelensky announced the creation of a state register of oligarchs in the country. The corresponding bill is ready, it will be submitted to parliament by the end of the month.

Number one - we are building a country without oligarchs... We are building a country that is not only waiting for the sanctions policy of other countries, but which itself protects its sovereignty and itself pursues a sanctions policy against propagandists, smugglers, criminal authorities, "the head of Ukraine said in a press conference following the results of two years of his presidency.

A single state register of oligarchs appears in Ukraine

Criteria for recognizing a person as an oligarch for inclusion in a special register will be spelled out in a special law. The main points are three:

• "influence on the media in one form or another";
• "participation in the political life of the country, influence on deputies and officials, ministers";
• "asset amount."

Zelensky clarified that businessmen have a choice - to influence or not to influence politics. If they decide to get into the affairs of the state, then "they will appear in this register and fall under one or another category of sanctions."

The Ukrainian leader also said that the oligarchs will be given time to get rid of their own influence and explain how to do this, they will not be driven into a blind corner.

The National Security and Defense Council of Ukraine believes that by May 20, 2021 there are 13 oligarchs in the country who have great influence inside and outside the country.

In May 2021, Ukrainian Forbes published an updated rating of the richest people in the country. The list for the first time included the head of the political council of the OPZh Viktor Medvedchuk. The top three list leaders included deputy and entrepreneur Rinat Akhmetov, businessman Viktor Pinchuk and politician and economist Konstantin Zhevago.

As part of the deoligarchization announced by Zelensky in March 2021, it is planned to carry out judicial reform and restore the work of anti-corruption infrastructure.^[1]
