"RZHDstroy" switches to domestic software

2021: Plans for the transition to domestic software

On May 27, 2021, it became known that RZHDstroy, a subsidiary of Russian Railways specializing in construction work, began implementing projects to transfer its IT systems from foreign software to Russian platforms.

In particular, the organization intends in its automated enterprise management system (ASUP) to abandon DMicrosoft SQL Server in favor of the PostgreSQL solution. At the same time, individual ASUP units are transferred from the IBM Maximo asset management platform to the domestic Aksioma platform.

In the latter case, we are talking about the development of Interprocom. The product is included in the Register of Russian Software under the Ministry of Digital Arts. As for PostgreSQL, it is usually so customary to call a freely distributed free DBMS. However, according to the note in the RZHDstroy documents that this product was also entered in the register at the Ministry of Digital Affairs and has a certificate of state registration of the program for computers No. 2019661679 dated September 5, 2019, the state customer nevertheless aimed at the commercial Russian DBMS Postgres Pro (based on classic PostgreSQL), which is being developed by Postgres Professional.

The company's intention to migrate Microsoft SQL from Server to PostgreSQL follows from the terms of the thematic tender for the implementation of this project, launched on May 26, 2021 in the format of a competition, which can only be attended by entities small and medium-sized enterprises.

The initial starting price of the contract is set at a level slightly below 24 million rubles. Applications from applicants will be accepted until June 3, summing up is scheduled for June 9. The future contractor will have time to carry out the entire front of work until December 2021. When evaluating applications, one of the significant factors will be the experience of the applicant company with Axioma.

In April 2021, RZHDstroy also held a tender in the format of requesting quotes for the transfer to Axiom of the functionality of construction facilities management units and ASUP agreements. The starting price of the contract was set at 17.9 million rubles.

Three companies submitted their applications for the tender, the yen of two of which are not indicated in the documents. As a result, the aforementioned Interprocom was recognized as the winner with a price offer of 17.6 million.

In addition, in October 2020, RZHDstroy conducted a request for quotes for the transfer to Axiom of the functionality of the real estate management unit of ASUP. The starting price of the contract was determined at 14.7 million rubles.

Two participants entered the tender; the name of one of them is not specified in the documents. The winner this time was Interprocom with an offer price of 14.2 million rubles^[1].
