Transfer of digital resources to Alt operating systems

Krasnoyarsk Territory In continues a large-scale project to transfer state digital resources to. the Russian Alt Operating Systems This Basalt ACT (BaseALT) was announced on December 6, 2021. The project for the transition to the Russian Alt OS is part of the activities of the regional projects Information Security and Digital State Administration in the Krasnoyarsk Territory. These projects provide for the preferential use of [] domestic software]] in government structures. Krasnoyarsk Territory is one of the most industrially developed supporting regions of Russia. He is a member of the cohort of leaders among the subjects of Russia in the most important macroeconomic indicators: population size, gross regional product (GRP). Key sectors of the regional economy play a significant role not only at the state, but also at the global level. Therefore, they pay special attention to the construction of a technologically independent digital infrastructure with a high level of protection. To create it in the Krasnoyarsk Territory, they chose domestic software products that passed the test of time and earned high praise from users.

The Alt family of operating systems for servers, workstations, virtual and cloud environments are used to build a technologically independent digital environment. They operate on nine hardware platforms, including the main Russian and most popular foreign ones. Hundreds of applications included in the Unified Register of Russian Software are compatible with Alt OS. These operating systems are developed on the basis of the Russian technologically independent repository Sisif, one of the world's largest repositories of free software.

The tasks of digital transformation should be solved in inextricable connection with the tasks of ensuring information security, "said Sergey Trandin, General Director of Bazalt ACT. - This is the approach practiced by the Ministry of Digital Development of the Krasnoyarsk Territory, implementing the project of transferring digital resources to Russian operating systems with a high level of protection. It is important to note that the ministry's IT specialists took care in advance to ensure the compatibility of regional state information systems with the Alt OS. Thus, they not only ensured the technological independence of the IT infrastructure under their jurisdiction, but also opened up the opportunity to use Russian OS to all organizations and individuals without artificial restrictions on channels of interaction with the state.

Methodological and technical support to the regional authorities will be provided by the Competence Center for the implementation and operation of Russian software. It was created as part of a cooperation agreement between the Ministry of Digital Development of the Region and BaseALT and operates on the basis of the Center for Information Technologies of the Krasnoyarsk Territory.

Training of IT specialists in working with domestic operating systems in the program "Altstart Intense"

The first graduation of IT specialists of the Krasnoyarsk Territory, trained under the program "Altstart Intense," took place. This is a course on the administration of the Russian operating systems Alt, which was jointly developed by the specialists of BaseALT and SPbPU in response to customer requests. This was reported to BaseALT on June 9, 2021.

Large organizations implementing the Alt OS need to simultaneously and quickly train large groups of system administrators to work with domestic OS. Since students are often in different institutions and even cities, the program provides for distance learning.

The first graduates in the Krasnoyarsk Territory were IT specialists from executive authorities. All of them successfully completed distance training and received qualification certificates. Krasnoyarsk sisadmins will be engaged in technical support for the Alt OS, which have already been installed at workplaces in the regional government and in the Ministry of Digital Development.

Training IT specialists is only one of the stages of transferring the authorities and state organizations of the Krasnoyarsk Territory to Russian software. In order to carry out the transition quickly, rationally and without extra costs, the Ministry of Digital Development of the Krasnoyarsk Territory concluded a cooperation agreement with BaseALT. On the part of the regional department, the document was signed by Minister Nikolai Raspopin, and on the part of a commercial company - General Director Sergey Trandin. The agreement is valid until December 31, 2025. The document provides for a set of information exchange events, joint conferences, meetings, seminars on working with Russian software, training of IT specialists. The ultimate goal is to fulfill the requirements of the national project "Digital Economy of the Russian Federation," the regional project "Information Security."

Therefore, Yegor Orlov, a teacher at SPbPU, developed this course. We paid double attention to its use in the training of Krasnoyarsk colleagues. We will also responsibly, thoroughly and creatively approach the implementation of any work under the agreement with the Krasnoyarsk Territory. "

Distance classes under the Altstart program were conducted by its author Yegor Orlov, a teacher at the authorized training center "BaseALT." The center operates on the basis of the Higher Engineering School of St. Petersburg Polytechnic University Peter the Great. In the next joint plans of BaseALT and the Ministry of Digital Development of the Krasnoyarsk Territory - to open a regional competence center for domestic software.

In order to gain digital independence in the future, we have already begun to implement a phased transition to domestic software in the public administration sector. I am sure that the knowledge and experience of colleagues will help us in this. Together, we will create a digital environment in the region in which it is convenient to work, receive and provide public services, teach and learn, take care of health, and exchange information. "
