Mishustin approved the launch of a single digital platform to support small businesses and the self-employed

In December 2021, Prime Minister Mikhail Mishustin signed a decree of the Government of the Russian Federation, which approved an experiment in the country to provide services to small and medium-sized businesses on the basis of the digital platform of SMEs. The pilot starts on February 1, 2022.

As part of the experiment, services for SMEs will be combined in a new ecosystem based on a digital platform developed by the Ministry of Economic Development together with the SME Corporation. It will ensure targeted selection and proactive approval of support measures, as well as the provision of services that are required at different stages of business development. What is important is without the personal presence of entrepreneurs. Departments themselves will exchange the necessary information through an interagency electronic interaction system.

Each platform user is expected to have a different digital profile. Depending on the stage of development and the needs of the entrepreneur, he will be offered certain federal and regional support tools and services, such as Start of Business, Tax Services, Obtaining a Loan, Document Designer and Legislative Business Digest. In total, by 2024, it is planned to implement more than 20 different services verified by the business on a digital platform.

The work of the ecosystem will solve common problems that entrepreneurs often face. This is a lack of information about existing support measures, and the need to separately register them on different resources, and the obligation to collect a new package of documents each time you contact.

The experiment is being implemented as part of the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative." It will last until February 1, 2025, after which the experience gained will be analyzed and scaled.[1]

Create a single digital platform with small business services

July 2, 2021 it became known about the upcoming experiment in Russia on digital support for small and medium-sized businesses. The corresponding draft government decree was prepared by the Ministry of Economic Development.

According to Kommersant, citing this document, the department intends to create a digital platform that will combine all the services required by the business. Due to this, it is planned to implement a targeted and proactive approach to business support.

It is expected that the system will be multi-stage: the state will accompany business as it grows, offering services for development, and it will be easier to use support measures for companies that have already received it at the initial stage.

Minek creates a single digital platform with services for small businesses

Until August 2021, the government expects to establish data exchange between departments, form digital profiles of companies and test services. The experiment will last until the end of 2022.

The digital profile of recipients of state support will be formed from three data blocks:

  • First: official sources. After registration, data from other government systems are automatically added to the profile;
  • Second: commercial sources. To it, companies should add data from banks, marketplaces, credit history bureaus, real estate portals and social networks;
  • Third: the business will be able to report on its operations, requests and services used.

At the end of June 2021, Russian President Vladimir Putin, during a direct line, said that small and medium-sized businesses suffered the hardest during the COVID-19 coronavirus pandemic, but the country's authorities took a number of measures to support entrepreneurship, including zero-rate loans and low-interest funds. The head of state promised that the system of providing financial assistance to entrepreneurs will develop.[2]
