In July 2021, the Federal Antimonopoly Service (FAS) canceled the centralized purchase of the Social Insurance Fund (FSS) in the amount of almost 1 billion rubles. We are talking about the production of 113.4 thousand pairs of orthopedic shoes and embedded corrective elements.

The corresponding tender was announced by the FSS at the end of June 2021. According to the terms of the competition, the winner was supposed to manufacture and deliver orthopedic products totaling 950 million rubles until mid-December 2021.

The company "" complained to the FAS. Prosperity The agency considered the complaint and concluded that establishing security for applications for participation in the competition in the amount of 47.5 million rubles and securing a contract in the amount of 285 million rubles excludes the possibility of participation of small and medium-sized enterprises.

In addition, the conditions set out - a list of 171 receiving points for recipients throughout the country, the availability of which should be submitted to the customer within five days, as well as the qualification of participants in the amount of completed contracts in the amount of at least 10 million rubles - violate the law "On the contract system," limiting the number of bidders.

As a result, the FAS issued an order to the FSS to cancel the tender. At the same time, the fund faces an administrative fine for violation of paragraph 1, 8 part 1 of Art. 54.3 of the law "On the contract system."

The main contender for victory in the FSS competition was the Moscow Prosthetic and Orthopedic Enterprise (ProP) of the Ministry of Labor of the Russian Federation, which has branches in a large number of cities of the Russian Federation. Earlier, the company entered into contracts with regional branches of the FSS for 7.642 billion rubles.

Activists of the public organization Stopkartel appealed to the FSB with a request to check the purchases of the FSS for an anti-competitive agreement with the Federal State Unitary Enterprise Moscow Prosthetic and Orthopedic Enterprise of the Ministry of Labor of the Russian Federation.[1]
