2021: Launch of a solution for monitoring municipal waste collection at garbage sites

Rostelecom on July 28, 2021 announced that it had developed and launched in the South a comprehensive solution for monitoring the collection of municipal waste at garbage sites. The system is based on a combination of video surveillance technologies and video analytics based on an intelligent neural network. It controls the collection and disposal of garbage, as well as monitors the state and efficiency of the use of the sites themselves.

The MSW Monitoring service includes surveillance cameras installed on garbage sites, which using neural networks according to the scenario set by the customer identify certain violations and transmit information directly to the monitor to the dispatcher. The solution can perform various tasks, for example, checking the filling capacity of containers and the removal schedule or fixing incorrect storage of waste by recording videos of specific violators of people and their vehicle numbers.

Concern for the environment is an important component of systems of smart cities and digital regions. Moreover, for our company is a priority area of ​ ​ activity, which we are actively developing. Our solutions allow you to fully automate the work of both regional waste management operators and management companies. At the same time, they are built on cloud technologies and do not require significant capital investments, "said Sergey Mordasov, vice president and director of the southern macro-region of Rostelecom.

Pilot projects have already been implemented in a number of cities in the South. One of them is in the city of Zverevo, Rostov Region. IP cameras installed on garbage sites recognize the work of public utilities using the specified parameters and send photo and video reports on garbage collection to the city's technical services.

Based on the results of the pilot operation of the monitoring system, we evaluated its work and saw a significant economic effect, as well as a qualitative increase in the level of service in the territories. I am sure that such a decision will help management companies and municipalities restore order on garbage sites, "said Sergey Orlov, First Deputy Minister of Housing and Communal Services of the Rostov Region.

The user of the MSW Monitoring service is also available through the personal account information for each of the sites connected to the system. The specified algorithm one generates statistics of violations for any designated period of time, and accurate video recording of incidents can be transferred to regional law enforcement agencies to search for and punish violators.

At the end of 2020, Rostelecom acquired the developer and integrator of information systems in the field of waste and environmental management - the Big Troika company, whose products are used by 60 regions of Russia as of July 2021. The developments of this company, as well as Rostelecom's own solutions in the field of video analytics and video surveillance, formed the basis of the MSW Monitoring service.
