2021: Plan to purchase 10,000 "My Office Private Cloud" licenses

On August 3, 2021, it became known that the Federal Security Service (FSO) was ready to spend 36.5 million rubles on the purchase of licenses for the Russian office software package "My Office Private Cloud." This money will be enough for the state customer to purchase 10 thousand licenses for a period of one year, "with the right to use integrated cryptoprotection tools."

This amount is set as the initial maximum price of the contract in the thematic tender of the Office of Scientific and Technical Support of the Special Communications and Information Service of the FSO. The purchase started on July 28, 2021 in the format of an electronic auction. Applications from applicants are accepted until August 10, 2021. Tenders are scheduled for August 12. The winner will need to provide the customer with a license before September 30, 2021.

Financing of the purchase will be carried out from the budget of the state program "Information Society" for 2021 and for the planning period 2022 and 2023. in terms of activities of the national program "Digital Economy of Russia."

It is noteworthy that we are talking about the second attempt of the FSO to purchase these licenses. The first department undertook on the same conditions on June 30, 2021. Two applications were submitted for the tender, but after their consideration, the auction commission did not allow any of the applicants.

The application of one of them did not correspond to the description of the procurement object, in particular, it did not have the right to use integrated cryptoprotection tools. In the application of the second, possibly by dispersion, 1 thousand licenses were prescribed for the supply instead of 10 thousand. The names of these failed bidders are not publicly available.

The number of employees in the FSO is secret information. However, in September 2016, the ex-bodyguard of the first President of Russia Boris Yeltsin and the creator of the Presidential Security Service, Alexander Korzhakov, in an interview with Mediazon, said that, according to him, at that time the number of services was "under 50 thousand people"[1].
