The Supreme Court of the Russian Federation creates electronic archive

The Supreme Court of the Russian Federation completed the project of creation of electronic archive of judgments, put, alphabetic and business cards which belong to the period from 1924 to 2004. The project is executed by LANIT company together with Infocomm.

Earlier in Court work with with archive legal cases, dresses, productions and other documents was performed manually. For search of necessary documents and information in archive cards business, alphabetic and control and registration card files were used. All cards were placed in kartomata and also in metal and wooden cabinets which occupied a significant area of service premises of Court. Search, a selection, execution of copies, preparation of references and replies to the requests in the documents which are stored required considerable time and efforts of employees. Besides, reuse of documents brought them to a shabby state and required financing for restoration.

Creation of electronic archive in Court allowed to get rid of handwork, to increase efficiency and quality of document handling, to organize convenient and quick access to necessary information and, as a result, to increase efficiency of activity of judicial authority.


Batarova Tatyana reported that Oracle is the official DBMS used in the Supreme Court, and the solution of LANIT is developed based on this DBMS, for convenience of integration with a Single directory system of the Supreme Court.

According to Pyotr Pavlovich Serkov, the First Deputy Chairman of the Supreme Court of the Russian Federation, in the conditions of the undertaken judicial and legal reform need of improvement of process of legal proceedings, expansion of access for citizens to justice and publicity is of particular importance by hearing of cases by courts of law. One of ways of improvement of legal proceedings is use of computer technologies, creation with their help of modern and reliable storage systems and information search. The created electronic archive will increase the level of information support of activity of judges and workers of the office of the Supreme Court due to increase in volume of information available to them and also will ensure safety of archive fund.

Vladimir Yuryevich Gribov, the chief executive of LANIT company so commented on project deliverables: "It is sure that the created electronic archive will become an integral part of life of the Supreme Court of the Russian Federation, will promote further process optimization of legal proceedings, will allow to carry out quicker and more effectively work with documents. I want to express special gratitude to workers of the office of the Supreme Court of the Russian Federation for comprehensive assistance in project implementation. As a result of joint activity we managed to solve completely all tasks set for us in the set time".
