2021: Introduction of digital technology for remote control of RPA devices
On August 4, 2021, the System Operator company announced that, together with Rosseti, it had launched a digital technology for remote control of RZA devices.
According to the company, a pilot project to equip substations with digital remote control technology for relay protection and automation devices from the dispatching center of the System Operator is underway in. to power supply system Moscow As of August 2021, two 220 kV substations are participating in it - Kozhevnicheskaya and Belorusskaya. On the first of them industrial , the system was put into operation on August 2, 2021, the second continues to be adjusted, commissioning is scheduled for the near future.
The pilot project is being implemented as part of the R&D of Rosseti Moscow Region, and is part of the departmental program "Unified Technical Policy - Reliability of Electricity" of the Ministry of Energy of Russia. Based on the results of operation at pilot facilities, a decision will be made to scale the technology.
The project is implemented in full compliance with the Standard Principles of Switching in Electrical Installations during Remote Control of Substation RPA Equipment and Devices Developed by JSC SO UES and PJSC Rosseti and Typical Technical Requirements for Substation APCS CAS, microprocessor devices of RPA, exchange of process information for remote control of equipment and devices of RPA substations from dispatching centers of JSC SO UES, network management centers of network organizations and the procedure for implementing remote control. "
The introduction of digital RPA remote control technology from the dispatching centers of the System Operator and the network management centers of Rosseti, together with the actively developing technology of remote control of switching devices, grounding disconnectors, operating modes of electric grid equipment in the main and distribution networks of Russia, will allow in the near future to reach the next level of automation of switching in electrical installations. Remote control using automated switching programs will make it possible to reduce the duration of operational switching production tenfold compared to their "traditional" performance by the operating personnel of electric power facilities by voice commands of dispatching personnel.
Specialists of the executive office of PJSC Rosseti, Rosseti Moscow Region, together with specialists of the executive office of JSC SO UES and its branches ODC Center and Moscow RDU, developed and implemented technical solutions, conducted comprehensive tests on remote control of RPA devices from the automated workplace of the operating personnel of the substation, from the network management center and from the dispatch center of the Moscow RDU. Measures are provided to ensure information security when connecting to electric power facilities.
In addition, within the framework of the project, an automated system for monitoring RPA devices is being introduced, which allows continuous monitoring of the readiness of RPA devices to perform their functions, and automate the process of analyzing the operation of these devices.
The use of remote control and monitoring technology in the future will lead to a decrease in the time for eliminating violations of the normal mode, a decrease in the number of cases of improper operation of RPA devices and a reduction in the cost of their maintenance.
