Concept for the development of the production and use of electric vehicles in Russia

On August 23, 2021, the Government of the Russian Federation approved a concept for the development of the production and use of electric vehicles. The article is devoted to its implementation.

On August 23, 2021, the Government of the Russian Federation approved a concept for the development of the production and use of electric vehicles. The document sets out priorities for the emerging industry. Among them are the development of the production base, the expansion of technological competencies, the introduction of fundamentally new products to the market and the creation of modern engineering and transport infrastructure.

The concept also emphasizes the need to improve the regulatory environment. In particular, it is planned to develop a procedure for designing parking spaces for electric transport, to update a number of technical regulations and documents in the field of standardization.

The implementation of the concept is designed for two stages "(photo - RIA Novosti/Kirill Kallinikov)"

According to the results of the first stage, until 2024, the base for mass production of electric vehicles should be prepared. According to the results of the second - 2025-2030 - their production should reach 10% of the total production of vehicles in the country. In total, it is expected that in the process of forming a new industry, at least 39 thousand high-performance jobs will be created.

According to the document, by 2024 it is planned to release at least 25 thousand electric vehicles in the country and open more than 9 thousand charging stations for them, of which at least 2.9 thousand are fast charging stations.

And among the key targets for the implementation of the second stage of the concept: the launch of cell production for traction batteries; commissioning of at least 72 thousand units of charging stations, of which at least 28 thousand units are fast charging stations; commissioning of at least 1000 hydrogen fuelling stations.

To create an extensive network of chargers in the fall of 2021, the government must determine a list of territories in which the formation of such infrastructure will begin. Rules for the provision of subsidies for the opening of stations will also be adopted.

The most important area of ​ ​ work is supporting the production of electric vehicles and stimulating demand for them. Such vehicles, for example, will be included in concessional lending and leasing programs, and from next year it is planned to launch an experiment on the free passage of electric vehicles on toll roads.

It is also planned to work out the possibility of establishing from 2024 a minimum share of domestic electric vehicles, as well as charging stations for them in order to use them for state and municipal needs and for the needs of certain types of legal entities.

In addition, subsidies for co-financing the costs associated with the construction of plants, as well as special investment contracts (SPIC) will be available to manufacturers of electric vehicles and batteries. Manufacturers of hydrogen fuel cells will be able to count on similar support. A full list of activities aimed at developing this sub-sector should be presented within three months.

The development of related end-to-end technologies has a special role to play in the concept. A list of end-to-end technologies will be formed, including new production technologies, including platform IT solutions, new and portable energy sources , neurotechnologies and AI - car control and driver assistance systems, biotechnical systems, components for a smart car, etc.

One of the factors associated with plans to develop the electric transport industry in Russia is a decrease in world demand for hydrocarbons, follows from a published document. The purposeful policy of developed countries to transform the global economy and form a new world order, an important feature of which will be an alternative fuel and energy balance, requires a reaction from all countries of the world, including the Russian Federation, the concept says.

Despite the rich reserves of hydrocarbon raw materials, the Russian Federation cannot ignore the fact that the main consumer of energy - transport - has begun to actively gain momentum in the movement to reduce fossil fuel consumption. And the most important reason for the changes in this process was the increase in the production of electric vehicles, growing on high expectations of unmet demand, the authors of the concept note. - Currently, the Russian Federation needs to determine its role in the intensively formed global market, as well as to form an internal policy towards global automobile concerns and national manufacturers in the segment of electric vehicles, to determine protection zones and zones of promising cooperation.

The Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of Energy and the Ministry of Transport, together with interested FOIVs, will develop a list of measures for the development of road and land urban transport on hydrogen fuel cells and infrastructure for it within 3 months from the date of publication of the government order on the approval of the concept. And the Ministry of Education and Science at the same time should develop a list of measures for basic scientific research in the field of electric road transport technologies.
