Was born in the city of Voronezh in family of the serviceman.
Education and scientific activity
In 1985 graduated from Military engineering institute Decorated with the Order of the Red Banner of A.F. Mozhaisk St. Petersburg.
In 1990 graduated from mathematical faculty, and in 1998 law department of Voronezh State University.
In 1992 the dissertation for a degree of Candidate of Technical Sciences is defended and in 1996 the academic status of the senior research associate in the specialty 1/20/12 – Radio-electronic fight is given: methods and means.
In 2001 the dissertation for a degree of the doctor of jurisprudence in the specialty 0/12/09 - criminal proceedings, criminalistics and judicial examination is defended; operational search activity and in 2006 the academic status of professor of department of criminalistics is given.
Prepared 5 candidates of science on the whole range of technical and legal specialties.
Career
Since 2001 worked in region duma of the Voronezh region, consistently held positions:
- deputy manager of the public legal department;
- head of department information and legal and equipment;
- head of organizational management;
- chief of staff.
Since June, 2010 – the chief of the department of information technologies of the Voronezh region. For July, 2013 did not hold the specified position.

The author more than 150 scientific works, including 3 monographs, 17 educational and methodical editions and 5 copyright certificates of the USSR on inventions.
