2021: Interim Results of IT Project on Digitalization of Professional Examinations and Certification of Nano Industry Specialists

The non-profit partnership "Intersectoral Association of the Nanoindustry" (NP "MON") and the development company Smartex on September 10, 2021 presented the interim results of the IT project on digitalization of professional examinations and certification of specialists in the nanoindustry of the Russian Federation.

The developed product allows specialists from all regions of Russia to confirm their professional qualifications in the field of nanotechnology and become competitive in the labor market without leaving home. Previously, this was possible only in offline format in 14 cities of the country.

The 3-year IT system is a public portal for remote independent evaluation of more than 100 professional qualifications. In 2020, the development of a module for remote examinations was completed. Now every citizen of Russia can go through the entire process of confirming qualifications remotely on a single portal - submit an application, pass exams and receive a state certificate, which is especially relevant during the COVID-19 pandemic.

When developing a solution for the MON NP, we tried to simultaneously adjust to the current process with the already set regulatory framework, and develop a tool with which it will be easy and convenient for users to interact. Our team is pleased with the opportunity to gradually implement the first roadmap for the development of the qualification assessment system, approved several years ago. The created IT product is of great social importance, the system gives any citizen of Russia the opportunity to confirm qualifications in a hundred specialties, which previously was available only to residents of large cities. Since mid-2018, the electronic system allows you to accelerate the preparation of a personnel reserve for knowledge-intensive production in Russia according to common standards in the nanotechnology industry. The project is a good example of digitalization of processes regulated by the Federal Law of July 3, 2016 N 238-FZ "On Independent Qualification Assessment."

The system is implemented in the form of a portal of the Council for Professional Qualifications in the Nanoindustry Industry (SEC NANO) spknano.ru. The web portal allows the NANO SEC to perform specialized functions on a daily basis:

• Remote independent assessment of the qualifications of employees with the issuance of certificates of qualifications, if successful;
• organization of the procedure for vocational and public accreditation of educational programs;
• interaction with universities and incentives for training in the field of nanotechnology;
• bringing together nano-industry experts in one electronic ecosystem;
• formation of personnel potential for knowledge-intensive production in Russia.

Performance statistics spknano.ru until July 2021 inclusive:

• 7,000 + portal users monthly,
• 2,000 + applications for qualification assessment accepted,
• 1,900 + hours on portal development is spent by Smartex annually,
• 1,300 + certificates issued to specialists of the nanoindustry industry,
• 460 sheets of documentation prepared during the development of the IT system,
• 220 professional qualifications of the nano industry are available on the portal,
• 100 + professional qualifications are available for independent evaluation of specialists in a remote format using the Internet.

Additional features: state significance, legislation, proctoring Spknano.ru are both the public website of the Council for Professional Qualifications in the Nanoindustry Industry and the electronic qualification assessment system, which allows you to conduct theoretical and practical parts of the professional exam for compliance with the requirements for specialists in professional standards and professional qualifications, as well as organize procedures for professional and public accreditation of educational programs in the field of nanotechnology.

The IT solution is designed for regular operation by thousands of employees from more than 400 nano-industry enterprises in 40 regions of Russia, as well as industry educational institutions of the country. The system fully complies with the requirements of the Federal Law of July 3, 2016 N 238-FZ "On Independent Qualification Assessment." The portal serves as the safest ecosystem for assessing the skills of employees in the field of nanotechnology, with independent audit and objective checks at the machine and manual levels.

For remote examination, proctoring mechanisms are provided: monitoring of the monitor screen, webcam, input and output devices, computer behavior of the examinee, etc. All events are recorded in the system, among them those that, according to mathematical algorithms, can indicate abuse. Each exam passed is stored in the archive.

It is planned to include in the functionality of the portal the organization and holding of online meetings of the Council on professional qualifications of the nanoindustry. Integration with Zoom service is being prepared. The NANO SEC will carry out the following activities in one window:

• videoconference meetings,
• automatic protocol generation,
• voting on the agenda of the meeting,
• video recording of the meeting,
• automatic text transcription of the meeting.

The appearance of the IT solution will be modernized, it is planned to adjust the user path. A redesign of the public part of the portal is being prepared to simplify the use of the system, as well as to further encourage nano-industry specialists to take as many exams as possible and receive new certificates.

A test exam function will be introduced - a voluntary test trial in which everyone can test themselves in different fields of the nanoindustry industry. This will allow specialists to better understand their current qualifications and readiness for career changes.
