Rostelecom on September 14, 2021 announced the completion of the construction of the first base station in the South of Russia as part of the second stage of the federal project to eliminate digital inequality (TSC 2.0). The equipment was put into test operation on September 14 in the Nasontov farm, whose population is about 400 people. During public testing, the Internet speed reached 50 Mbps. Now, residents of this settlement have access to both fourth-generation voice mobile communications (4G/LTE) and high-speed wireless Internet. The TSC 2.0 project in southern Russia will cover 2,428 settlements by the end of 2030.

The deputy governor of the Rostov region Artem Khokhlov, the regional minister of digital development, information technologies and svyaziyevgeny Poluyanov, the vice president - the director of macroregional branch of Rostelecom on YugeSergey Mordasov, representatives of regional authorities and residents of the farm participated in a ceremony of start.

"this project has great social significance for both the region and the whole South. We come with cellular communications to those settlements where it was not there and in the near future would hardly have appeared. Because for commercial purposes, the construction of infrastructure for operators there is not profitable due to the small population and low density of residence. As part of the project, we are building an extensive infrastructure that becomes the foundation for the further digital development of the territories, provides residents with the opportunity to use the public services portal, telemedicine, commercial services and, in general, have the same opportunities as the townspeople, "said Sergey Mordasov, vice president and director of the southern macro-region of Rostelecom PJSC.

The second stage of the project to eliminate digital inequality began in April 2021 after signing an agreement between the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation and Rostelecom. Specialists of the national digital provider as part of the project will build base stations in small settlements with a number of 100 to 500 people. In total until the end of 2030 Rostelecom will cover mobile communication more than 24 thousand villages, villages, villages and settlements in all regions of Russia, including 1,198 settlements until the end of 2021. In the Rostov region in 2021, 115 objects will be included in the program.

Rostelecom specialists plan to connect base stations mainly through fiber-optic communication lines. The radio frequency range of 2300-2400 MHz to be used will provide a high mobile data rate. Mobile operator Tele2 (a subsidiary of Rostelecom) acts as a competence center in the project.
