ERCC of the Tver Region Unified Settlement Cash Center

A single settlement cash center was formed at the initiative of the Governor of the Tver Region I.M. Rudeni to solve important problems in the field of housing and communal services of the Tver Region, as:

• reducing the debt of residents and management companies for payment for housing and communal services to resource-supplying organizations;
• implementation of a single payment document (EPD) on the territory of the Tver region;
• creation in the housing and communal services sector of the Tver region of a unified system for servicing residents based on high standards.

2021: Purpose and objectives of the ERCC

As of September 2021, the founder of ERCC LLC is the Ministry of Property and Land Relations of the Tver Region.

The activities of ERCC LLC are supervised by the Ministry of the Tver Region to ensure control functions

Purpose: The creation in the Tver region of a unified system of charges, collection of fees for residential premises, utilities and other services, as well as the provision of residents with a fundamentally new high-quality level of service in the field of housing and communal services.

Tasks:

• the introduction of a single payment document (EPD), which includes all services related to living in a residential building in the Tver region;
• standardization of charging processes, collection of fees for residential premises, utilities and other services;
• creation of a high-quality service system for residents in the field of housing and communal services, including the introduction of uniform standards for customer service:
• location of offices within walking distance with modern equipment;
• remote service through the contact center, the erkc-tver.ru website, in the client's personal account (LCC);
• providing a wide possibility of transmitting readings of metering devices: through LCC, CC, in offices, data terminals, when receiving payments;
• Electronic receipt (e-mail)
• maintenance of remote settlements by a mobile office;
• simplification and availability of EPD payment at the cash desks of ERKTS LLC, through terminals, ATMs and branches of well-known banks, in Russian Post offices, as well as online payment of EPD in LKK;
• reduction of debt for payment for housing and communal services by residents and management companies to suppliers of communal resources.

2018: Joining the "Association of Regional Settlement Centers"

The rapid growth of the debt of management companies (MC) to resource-supplying organizations (RSO) and the need to create a single, transparent system of payments for housing and communal services (LCA) caused the creation of a Single Settlement Cash Center.

In January 2018, ERCC LLC joined the non-profit organization Association of Regional Settlement Centers (abbreviated as ARC) in order to coordinate the activities, represent and protect the common interests of its members (supporting documents are posted in the section "About the Company" - > "Constituent Documents").
