The Russian market of EDMS continues to fall

In 2009 the number of new implementations was reduced by 5% in comparison with an indicator of 2008. Taking into account the continued projects the total quantity of completed projects of implementation of EDMS in 2009 decreased by 14% in comparison with 2008. According to the made forecast, according to the results of the second half of the year 2010 the rate of a gain of number of implementations of EDMS will also remain negative.

The DSS Consulting company issued the "State-of-the-art review of the market of electronic document management systems" containing information on the Russian market of EDMS at the end of 2009.

The research was conducted for the purpose of acquaintance of specialists with a situation in the market of management systems for electronic document management. The overview will be interesting also to potential consumers of these systems. In the overview 14 electronic document management systems are considered, 13 of them have implementations and are considered in more detail.

The overview contains data on more than 1280 completed projects of implementation from which 820 – new and more than 460 – continued. Data are provided in the overview for 2008 and 2009 and also dynamics of indicators of 2009 in comparison with 2008 is given.

According to the overview, the total number of new implementation projects increased for 5 EDMS from 12 constantly implemented in the market, and one EDMS which had complete new implementation projects at the end of 2009 in 2008 had no implementations.

In 2009 electronic document management systems in such industries as public sector, science and education, construction and the real estate, the financial sector were most demanded (are specified in decreasing order of a share). Specialists of DSS Consulting assume that the high demand on EDMS in the specified branches of the economy (except for a public sector) is connected, first of all, with the given state support to the given industries in connection with the transition of the Russian economy to the innovation way of development sounded by the head of state and also implementation of programs for cost optimization in the conditions of an economic crisis.

Also, as well as in 2008, on geographical sign Central Federal District is in the lead, the second place is taken by the Volga Federal District. On the third place by quantity of implementation projects Siberian Federal District, on the 4 and 5 place at the end of 2009 there were Northwest and Southern federal districts respectively. The smallest quantity of implementation projects of EDMS in Ural and the Far Eastern Federal District. Positive dynamics of rates of a gain of number of implementations was recorded in the Volga, Siberian, Southern and Far East federal districts.

In the overview it is emphasized that to the end of 2009 the negative rate of a gain remained, even relatively 2008. Experts of DSS Consulting explain it with the fact that last year, despite the begun crisis, projects on implementation of EDMS were continued, and new are postponed "until the best times". The second half of the year 2009 is mentioned by also negative rate of a gain of projects of implementations. The greatest recession is recorded in a segment of the continued projects.

According to the forecast of DSS Consulting company, the market of EDMS of Russia by implementation projects waits for long recession which began in the I half-year 2009. The state, the industry "science and education", housing and communal services, the enterprises of medicine and pharmaceutics, perhaps will remain the main customer of implementations of EDMS, will also adjoin them the oil and gas and extracting branches of the economy.

According to the results of the second half of the year 2010 some revival of a situation when the companies which endured crisis begin to increase the rates of production again is expected, and the aggregate demand on their products will grow again. However the rate of a gain of number of implementations of EDMS will still remain negative. Specialists of DSS Consulting predict preserving of point projects of workflow automation in state institutions, but no more than that.

Most likely, preference will be given by private companies and also the companies with direct or indirect state participation to shrink-wrapped software products which implementation projects will be able to pay off in a short time. According to forecasts of DSS Consulting, in the first half of the year 2010 the rate of a gain of quantity of the automated jobs will be negative (-3%).
