2021: The Government of the Russian Federation approved the concept of the development of machine-readable law technologies

At the end of September 2021, the Government Commission for Digital Development, led by Deputy Prime Minister Dmitry Chernyshenko, approved the concept of the development of machine-readable law technologies, that is, understandable for computer algorithms, which was developed by the Ministry of Economic Development.

According to the press service of the department, we are talking about the first official document in Russia in the field of machine-readable law. It systematizes ideas about these technologies and identifies the main directions for their development. The concept of technology development contains a rationale for why it is necessary to develop machine-readable law. It also reflects approaches to understanding this technology and experiences in its application, including abroad.

The Russian Federation approved the concept of the development of machine-readable law technologies

Machine-readable law includes rules of law that are set forth in a formal language - in the programming and markup languages ​ ​ applicable to computers. In addition, machine-readable law includes tools for applying such norms: IT systems and software. Thanks to these technologies, regulations are translated into computer code.

Machine-readable rights are claimed in lawmaking, legal proceedings, when concluding transactions, standardization and certification. Thanks to machine-readable law, for example, artificial intelligence will be able to compare the texts of different legal acts and automatically issue applied norms to lawyers. Business, thanks to platforms on this technology, will be able to automatically check whether legal documents, including contracts and contracts, have been correctly compiled. Machine-readable law technologies are partly used in the operation of DVRs on the roads.

It is noted that the approval of the concept was the most important step for the introduction of machine-readable law technologies into the legislative process.[1]
