In early October 2021, it became known that the authorities of St. Petersburg will monitor the movement of residents using SIM cards. The corresponding tender was announced by the state institution "City Monitoring Center," the initial (maximum) amount of the contract - 35 million rubles.
The public procurement materials say that the contractor will need to provide reports with data on residence and places of work, dynamics of population movement, and its density. The city also wants to collect information about the field, age and average earnings.
The contractor must also collect information about tourists: the type of trip (international or domestic), the purpose of the visit St. Petersburg (tourism, business trip or other) and total expenses. The Committee on Informatization and Communications said that information will be received impersonal, reports "." Businessman The contractor must process, analyze and store (up to 12 months) information at his own expense and on his equipment.
In a conversation with the newspaper, the head of the Rustelecom agency, Yuri Bryukvin, noted that it is impossible to work autonomously with an array of data from mobile operators. There will be no surnames and names in this data, only geolocation data. Another question, how they will be managed, because it is impossible to use this data in itself, is just a large base with coordinates. It must be screwed to something, for example, superimposed on public transport routes, and do it all in dynamics, up to minutes, the expert continues.
It is impossible to monitor people using such files, because this is already accumulated data. But I am not sure that Petersburg will be able to use them to the full: Moscow has the capabilities and means, having discovered the problem, to solve it (expand the park, add road lanes), we are not so good with the budget, "he added.[1][2] |
