2022: Completion of certification tests according to the requirements of the FSTEC of Russia

On June 29, 2022, the VOSKHOD Research Institute announced the certification tests according to the requirements of the FSTEC of Russia of the information system of a trusted third party of the national segment of the Russian Federation of the integrated information system of the Eurasian Economic Union (IS DTS), developed by the VOSKHOD Research Institute commissioned by the Ministry of Digital Science of Russia.

The certificate of conformity of the FSTEC of Russia confirms that the IS DTS software fully complies with the information security requirements.

The mechanism of a trusted third party allows for trust in the cross-border exchange of electronic documents within the Eurasian Economic Union (EAEU). The DTS checks the electronic signature, which signed the electronic document at a fixed point in time, as part of the electronic interaction of the EAEU member states. Thus, the authenticity and legal significance of electronic documents is confirmed. The system passed certification tests, - said Maxim Rymar, director of the VOSKHOD Research Institute.

The EAEU Integrated Information System (IIS) forms a single digital space of the Union. IIS allows EAEU participants - Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia - to exchange information in the field of customs regulation, veterinary and phytosanitary control, circulation of medicines and other areas of integration.

2021: Development of the functionality of the EAEU integrated information system

On October 15, 2021, the Federal State Autonomous Institution of Research "Voskhod" signed a contract with the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for the development of functionality and information security of components of the national segment of the integrated information system of the Eurasian Economic Union: the information system of the integration gateway (IS Gateway) and the information system of a trusted third party (IS DTS). The project is designed for two years.

IS Gateway and IS DTS are designed to ensure cross-border G2G interaction of Russian authorities with authorized bodies of other member states of the Union and with the Eurasian Economic Commission.

IS Gateway was created to transfer messages of federal executive bodies of Russia from the System of interdepartmental electronic interaction to similar gateways of other EAEU member states as part of the implementation of general processes of the Union.

IS DTS provides interstate exchange of electronic documents and automation of processes related to confirmation of the authenticity of the electronic signature, their identity and integrity. The development of the IS DTS functionality will be aimed at developing a centralized logging subsystem that will simplify the process of collecting logs from several nodes of the information system of a trusted third party.

In addition, within the framework of the contract, it is planned that the Voskhod Research Institute will accompany the entire IS Gateway certification process in accordance with the requirements of the Regulators in the field of information security - from issuing an application, preparing documentation to receiving the final conclusion and certificate.

Based on the results of the DTS IE project, the program and operational documentation will be finalized, as well as pilot operation of the system will be carried out. IS Gateway will receive a certificate of compliance of the system with the requirements of the FSTEC of Russia and the conclusion of the FSB of Russia for the fulfillment of the requirements presented to the CIPF.

The implementation of the project will expand digital cooperation between the EAEU member states, make cross-border exchange of electronic documents more convenient and secure in accordance with Russian information security requirements. And for the Research Institute "Sunrise" this is a key competence. The demand for information security solutions is growing in parallel with the IT market as a whole and the institute is actively involved in the creation of such solutions. In the future, our developments can be applied outside the Union - to build information interaction with third countries, "Natalia Egorova clarified.
