Within a pilot project on creation of a system of Interdepartmental electronic document management of public authorities of Russia in which EOS Group takes part transfer of electronic images of documents is begun

Development of a system of interdepartmental electronic document management (MEDO) – one of the main objectives within works on creation of the Electronic government. Under the auspices of Federal Guard Service the pilot project of MEDO is implemented, in particular part in which was taken by Electronic Office Systems company. MEDO provides interaction of electronic document management systems of Government Office and the similar systems used in federal executive authorities. This interaction is performed by the protected e-mail and the special hardware and software of interface of systems at exchange of electronic documents.

Within a pilot project of the MEDO system transfer of electronic images of all documents which do not have a security classification and restrictive marks is performed.

Regulations on working off on pilot section of the MEDO system of technology of transfer of electronic images of documents are developed for ensuring this process by the Government of the Russian Federation. Offers on correction of a regulatory framework for the purpose of a possibility of implementation of electronic document management in public authorities are also prepared.

Exchange of electronic images of documents is performed according to the schemes "Government Office — the Ministry" and "Ministry — Government Office" and also "the Ministry – the Ministry". Today the Government Office of the Russian Federation (AP Russian Federation), the Ministry of Agriculture, the Ministry of Telecom and Mass Communications, the Ministry of Economic Development receive electronic copies of resolutions of the Russian Prime Minister and his deputies. This functionality works since February, 2010. Electronic copies of minutes of meetings in the Government of the Russian Federation receive since March. Since April e-mails and documents are sent to all structural divisions of Government Office. Since the end of April pilot working off of the direction from the ministries in Government Office of electronic copies of outgoing documents began. So a feedback is performed: earlier electronic documents went from top to down (from AP Russian Federation to the ministries), now they go and from below up. Thus, the full stroke of electronic document management according to the documents making very significant share of all document flow between AP Russian Federation and the ministries works.

Besides, the direction of electronic copies of resolutions of the Russian Prime Minister and his deputies to expanded number of contractors of the instructions which are contained in resolutions is organized. This exchange happens between AP Russian Federation, Minpromtorg, the Ministry of Agriculture, the Ministry of Telecom and Mass Communications, the Ministry of Economic Development, the Ministry of Energy, the Ministry of Education and Science, the Ministry of Health and Social Development, the Ministry of Regional Development, the Ministry of Emergency Situations and Rosatom state corporation.

So far transfer of letters happened in electronic form to their duplication on paper. Now, after trial operation, the decision on the duplication termination is made, and exchange of documents takes place exclusively in electronic form.

In development of this direction by the Government the decision on working off of electronic interaction between the ministries of a pilot zone is made and Government Office on purpose quickly to control course of execution of instructions in the ministries.

Today the Electronic Office Systems company performed works on adaptation of software tools for participation in electronic document management of Federal Drug Control Service, the Ministry of Culture of the Russian Federation, the State Duma of the Russian Federation and the Bank of Russia. In line works on connection to MEDO of the State Courier Service of the Russian Federation, Federal Bailiff Service and other public authorities.

EOS Group also takes part in implementation of working off of interdepartmental electronic document management between AP Russian Federation and regional public authority. As the pilot territory the Kaliningrad region is selected.
