2021: Mishustin approved the creation of a unified register of audit experts

In November 2021, Prime Minister Mikhail Mishustin signed a resolution approving the launch of a unified register of audit experts. It earned on March 1, 2022.

According to the established procedure, the inclusion of an expert auditor who has confirmed competence in a single register will be carried out automatically by forming a record of information and documents submitted to the national accreditation body by a certification body whose employee is an expert auditor or an expert auditor under the certification procedure.

The register will contain detailed information about each expert and copies of supporting documents, in particular, information about certification, the availability of higher or additional professional education, work activities, practical experience in the field of certification, as well as the name of the certification body, the employee of which is an expert auditor.

Rosaccreditation will be responsible for the formation and maintenance of the register. Access to the register on a free basis will be granted to state authorities, local governments, organizations and individuals.

According to the press service of the Cabinet, before the introduction of the institute of expert auditors, work on mandatory certification was carried out by employees of certification bodies, the requirements for which were not provided for at the level of the act of the Government of the Russian Federation.

The concept of "expert auditor" was introduced by federal law in 2020. Such specialists will perform work on mandatory certification of goods and sign certificates of conformity. The presence of audit experts in assessing the compliance of products with regulatory requirements is already provided for by acts of the Eurasian Economic Commission (EEC) on technical regulation.[1]
