2021:4 years in prison for embezzlement of ₽1,3 billion

In November 2021, the Central District Court of Novosibirsk convicted the former director of the Research Institute of Traumatology and Orthopedics (NIITO) named after Y.L. Tsivyan Mihail Sadovyi. He was sentenced to four years and two months in a penal colony for participating in crimes related to major embezzlement of federal funds.

According to the press service of the prosecutor's office of the Novosibirsk region, the court established that in 2009-2017. Mikhail Sadovoy, together with employees of the institute and heads of commercial organizations, attracted companies controlled by him, which created the conditions for winning tenders held by the institution for the purchase of various medical equipment. The accused made fictitious transactions in the purchase and sale of medical devices, overstating their value at the auction.

As a result of concluding contracts with 14 affiliated legal entities, he managed to steal funds from the Ministry of Health of the Russian Federation in the amount of over 1.3 billion rubles.

Part of the money stolen in this way in the amount of about 950 million rubles Sadovoy and other members of the organized group legalized, having made a number of fictitious transactions.

The theft scheme was revealed by employees of the Novosibirsk FSB, law enforcement officers opened a criminal case. Five people became his defendants, including the ex-director of NIITO Mihail Sadovyi. He made a deal with the investigation. The case against him was separated into a separate proceeding, it was considered according to a simplified procedure, without examining the evidence and assessing them.

Sadovoy was found guilty of crimes under Part 4 of Art. 160 of the Criminal Code (embezzlement on an especially large scale) and paragraph "a," "b" part 4 of Art. 174.1 of the Criminal Code (legalization of funds acquired by a person as a result of committing a crime on an especially large scale). Sadovoy will have to pay another fine in the amount of 620 thousand rubles. He is also forbidden to hold senior positions in state budget institutions for two years.[1]
