2021: Ministry of Digital Affairs begins accounting for cross-border communication lines

In November 2021, it became known about the creation in Russia of a register of cross-border communication lines and communication facilities that are connected to them. Thanks to this project, cross-border traffic crossings will be recorded to improve information security.

The Ministry of Digital Affairs of the Russian Federation has developed a draft government decree to take into account cross-border communication lines and means of communication that are connected to them, in accordance with the requirements established by federal law 319-FZ.

Ministry of Digital Affairs begins accounting for cross-border communication lines

According to the document, telecom operators, owners or owners of technological communication networks, traffic exchange points and other communication lines and their elements crossing the state border of the Russian Federation are required to provide Roskomnadzor with such information by June 1, 2023:

• data on the owner or other owner of the communication line crossing the state border of the Russian Federation;
• information about the communication line, including the name, type of communication line, information about terminal nodes of the communication line in the territory of the Russian Federation and a foreign state, data on their location;
• Details of the person using the link, including the actual business address, telephone number and e-mail.

The lack of control over the functioning of communication lines at the crossings of the state border increases the risks of negative consequences, including violation of the integrity of the telecommunication network, restriction of access to Internet resources, the implementation of bypassing of blocked prohibited content, TASS the department explained.

Roskomnadzor will maintain a register of cross-border communication lines and means of communication that are connected to them under the control of the Ministry of Digital Affairs. The resolution also states that Roskomnadzor should conduct inspections of all communication lines crossing the state border of the Russian Federation and the means of communication to which these communication lines are connected.^[1]
