2021:6 years in prison for major fraud
At the end of November 2021, the former head of Optima Development construction company Albert Khudoyan was sentenced to six years in a penal colony for major fraud involving a group of people (part 4 of article 159 of the Criminal Code) and payment of a fine of 800 thousand rubles. The corresponding decision was made by the Koptevsky District Court of Moscow.
The head of Aviasity, Sergei Konoplev, was recognized as an accomplice of Khudoyan, the court sentenced him to three years in a penal colony and a fine of 200 thousand rubles. The prosecutor's office requested 9 years for Khudoyan and 8.5 years for Konoplev. Lawyer Nikolai Yashin, representing Khudoyan, considered the verdict "illegal and unfounded."
According to the case file, businessmen planned the construction of a residential complex in the capital, but they could not implement the project alone and invited partners who lost property as a result to attract finance. Investigators believe that artificial debt was created to remove the plots from the ownership of Aviasity.
As a result of fraudulent actions of accomplices, a foreign company lost 50% of the ownership of a non-residential building, the right to lease three land plots, and also completely lost its share in the authorized capital of a commercial organization, which entailed damage totaling more than 4.2 billion rubles, the prosecutor's office said. |
Kommersant clarifies that in 2015-2017. Optima Development implemented a project in Moscow to build an elite Prime Park residential complex with a total area of 400 thousand square meters. m The affected foreign company is the offshore Mansfield Executive, owned by Ildar Saimiev, State Duma deputy from Just Russia. Khudoyan and Konoplev, creating the artificial debt of Aviasiti, sold the company to third parties, which caused financial damage to Mansfield Executive.[1]
